PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 7 MARCH 2017

Ordinary Meeting, 19 November 2015, Item 8, Page 17
That Council note the report by the Principal Environment Officer to the General Committee
Meeting dated 16 November 2015 and:
A. Thank the submitters for their comments on the Ecosure flying fox management options
     report;
B. Agree to implement the flying fox management actions as detailed in the report, including
     funding of $23,500 for buffer creation in priority management areas as well as interpretive
     signage (with funding to be sourced at the next quarterly budget review);
C. Review the effectiveness of flying fox deterrent and camp re-establishment trials currently
     being undertaken by other Councils and research organisations and provide a future report
     to Council; and
D. Continue to monitor the flying foxes and provide educational material for residents and
     visitors.

Finance & Risk
If Council resolved to proceed with the continuation of the current Subsidised Services Initiative
and inclusion of a case by case provision, operational funding of $8,500 would need to be
considered in the next budget for ongoing storage, supervision and provision of the subsidised
services to residents. A new initiative request has been submitted for consideration in the
2017/18 budget process.
If the recommended extension of the program is undertaken, operational funding of $6,000 would
need to be considered in the next budget. This is based on current subscription rates and costs
during the trial period. A new initiative request has been submitted for consideration in the
2017/18 budget process.
To deliver the Subsidised Services Initiative and continue with the extension to the sprinkler
system the current Flying-fox Management Officer position will need to be extended to 4 October
2017 at a cost of $46,598. The additional $23,299 required to the end of 2016/17 is to be
considering during Budget Review 3. The remaining $23,299 required in the 2017/18 financial
year will be considered during the budget process.
There is a risk that if LRFF return in large numbers again, the services offered may not be
sufficient to address residents’ concerns and improve their tolerance, and further services may
need to be explored through continued public engagement.
The flying-foxes may independently vacate the Wallace Park camp at some time and/or relocate
to another urban or rural camp.

 Service                                                                          Cost
