REPORT
Background
The 2014/2015 Operational Plan commits Council to developing a Social Plan for Noosa Shire.
The proposed Noosa Social Plan 2016-2023 (The Social Plan) will set out Noosa’s aspirations
and social priorities for the next seven years.
Evolving concurrently, Council developed a draft policy framework to demonstrate the
hierarchical relationship of Council Strategies and Plans. The framework identifies the
development of the Noosa Shire Social Strategy (Social Strategy) rather than a Social Plan.
Aim of the Social Strategy
By developing and implementing a Social Strategy, Noosa Council aims to address, where
appropriate, the social needs and aspirations of those who live, work and visit the Noosa Shire.
The Strategy considers these issues within the framework of the local environment, the economy
and the Noosa community. The Strategy also highlights the significant social issues facing the
Shire.
The Strategy provides both Council and the community with the baseline evidence to help make
well-informed decisions about social issues and needs. Priority issues have been identified
through consultation with key stakeholders and through analysis of statistics, demographics and
other social data. Only those issues that were considered to be the highest priority have been
included in the action plan for implementation.
