RECOMMENDATION
That Council note the report by the Acting Local Laws Manager to the Infrastructure & Services
Committee Meeting dated 15 September 2015 providing an update on the activities of the Local
Laws Branch activities for the period ending 31 August 2015.
REPORT
The purpose of this report is to advise Council of the Local Laws Branch activities for the period
from 1 May to 31 August 2015.
The Branch has responsibility for regulated parking, animal management, and the regulation of
Local Laws & State Acts under Council’s jurisdiction. The Branch supports a number of other
branches within the Organisation, to achieve compliance with the local laws they enforce.
Formerly known as Disaster Management and Public Order, the Branch was renamed Local
Laws as a result of the transfer of Community Resilience and Disaster Management
responsibilities to Infrastructure Services as part of the 2015/16 budget process.
Although financial responsibility for disaster management operations have been removed from
the Branch a reactive component remains with the Local Laws Branch and the Manager remains
the Centre Manager in the Local Disaster Coordination Centre.
1. FINANCE
The objective of the Local Laws Branch is to balance the demands of its regulatory enforcement
role with community expectations of fairness.
In this context the aim of sound financial management is to ensure that the revenue raised is fair
and just and operational costs are used responsibly.
The following tables and graphs show financial performance for the Disaster Management and
Public Order branch in 2014/15 and the status of the Local Laws budget for the month ending 31
July 2015.
Note the Local Laws Operational budget for 2015/16 no longer contains Disaster Management
Operations which has been transferred to Infrastructure Planning.
