4. SYSTEMS & PROCESSES
The new suite of Local Laws was gazetted and came into effect from 1 July 2015.
This ushered in the next phase of delivering the new laws by way of ensuring operational
effectiveness. To date there has been no reported operational issues from the implementation of
the new local laws, with all systems and official paperwork being updated to reflect the changes.
The Local Law service review is ongoing with a projected completion date of September 30. As
noted above in July 2015, the section undertook an activity based costing exercise, a detailed
time and motion study and a review of customer response time.
Systems analyst Paul Vellacott has been flow charting local law branch processes and is
currently developing recommendations on streamlining and improving systems.
A field trial of a new T1 based infringement system is due to begin on the 17 September. If
successful this will replace the antiquated Duncan Autocite technology with field officers. It will
utilise the Cloud based T1 system from the field using iPhone apps and Bluetooth printers. If
successful this trial will result in time and cost savings to the organisation.
5. FUTURE DIRECTION
The final stage of the Local Laws Service review is due by end of September 2015. It is expected
that, as a result of this extensive review, further improvements will be made available to the Local
