INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 15 SEPTEMBER 2015
Budget Commentary
The budget for the 2014-15 financial year indicates that revenue was slightly above estimates
and expenditure was below estimates. Waste Management had a Net Operating Result of
$5,145,233, which was $628,176 better than predicted. The operating surplus was $3,835,922,
which was $803,856 above predictions. The Waste Management budget was in a sound position
for the duration of the 2014-15 financial year.
The figures for the first month of the 2015-16 financial year show that the budget is currently on
track with predictions.
Capital Works Projects
Road repairs at Eumundi Road Resource Recovery Centre
Waste Management will commence significant repairs to the entry roads around the weighbridge
at the Eumundi Road Resource Recovery Centre during September 2015. The first stage of the
works will be conducted over 28 days during a break in the bulk kerbside collection service.
The works will require modified traffic conditions at the facility for the period and some disruption
and delays are expected for those using the facility. The works have been advertised on site and
are to be advertised in social media to ensure that the public are aware of the potential
disruption. Stage Two will be carried out in the 2016-17 financial year.
Commissioning of Cell 2.2
Waste Management has recently conducted repairs on the leachate collection system that was
constructed several years ago in Cell 2.2. The repairs were to ensure that the first quadrant of
the cell could be hydraulically isolated from the other three large quadrants for stormwater control
initially and later for leachate management. This will allow Council to commence using just the
first quadrant of the cell for waste disposal and therefore minimising the capture of stormwater
and generation of leachate that will require collection and disposal. It is predicted that Cell 2.2
will start receiving selected waste in February 2016.
High Efficiency Sedimentation (HES) Basin upgrade and Bio Basin
The High Efficiency Sedimentation (HES) Basin upgrade and Bio Basin construction at Eumundi
Road landfill has almost reached completion. The remaining works are to install an automated
monitoring system (SCADA) that will allow Council to remotely monitor the quality of water
leaving the site in real time, ensuring an immediate response should any issues be identified.
This work has been delayed due to negotiations with EHP regarding their water monitoring
requirements.
