Development Assessment Report
Project Urban – 19399 2 April 2020 4.0 PROPOSED This application seeks a Development Permit for Material Change of Use for Commercial business Type 2 Medical and Reconfiguration of a Lot for 4 lots into 2 lots to be established in accordance with the accompanying Proposal Plans. RECONFIGURATION The site currently comprises 4 lots. It is proposed to reconfigure the site into 2 lots, comprising a 2,252m2 lot fronting Maple Street for the proposed medical centre and an 867m2 lot fronting Myall Street containing an existing dwelling. The reconfiguration proposal plan shows existing and proposed building envelopes. These building outlines are shown for information purposes only and to provide context for the new boundary line. They are not intended to limit future development of the lots in any way. MATERIAL CHANGE OF USE Consideration for the adaptive reuse of the existing character house as a medical centre has been undertaken. This assessment determined that reuse was not a viable option due to a combination of the nature of the proposed medical services to be provided (which includes medical imagery), the installation of specialised equipment and operational considerations related to same together with the inherent difficulties of providing equitable access into and around the interior of the character house; as required for all medical-based establishments in order to comply with current National Construction Code (NCC) requirements. The proposal therefore comprises the relocation of the existing character house (to an as yet undetermined location within Noosa) and construction of a new purpose built medical centre. As part of the relocation consideration a Structural Engineering assessment and a Heritage Impact assessment have been undertaken. The Structural Engineering assessment confirms that the sound condition of the hardwood framing of the house would mean that the house can be relocated to a new site provided the correct preparation was undertaken by a qualified and experienced house removal contractor. The Heritage Impact assessment concludes that the historical streetscape originally extant within Maple Street, Cooroy and consequently protected under the Heritage overlay mapping has been predominantly eroded by the more recent medical, commercial and residential development that now surrounds the subject house and leaves it both isolated in that streetscape and segregated from the cluster of other traditional character houses that remain extant in the southern portion of this streetscape. Therefore it follows that the relocation of the subject house from this streetscape does not generate an adverse impact on the virtually non-existent (save for the subject house itself) historical streetscape now found in the northern portion of Maple Street. Built Form Notwithstanding the historical streetscape degradation in the vicinity of the site, the proposed development has been designed to be sympathetic to the original historical streetscape character.
