sufficient planning grounds exist to approve the application despite the conflict with the
Planning Scheme.

The gaining of a Development Approval for the site will provide a clear direction for the
Sunshine Butterflies and facilitate applications to seek funding.

2.0 SITE BACKGROUND

History

Sunshine Butterflies is a registered charity and not for profit organization founded by Leanne
Walsh in 2005; motivated by the challenges of having a son with cerebral palsy. Sunshine
Butterflies vision of a better future is to empower families and provide the support they need
to achieve a happy and fulfilled life for their son or daughter.

Sunshine Butterflies recently purchased land at Cooroibah in order to create an “Our
Backyard” 2 hectare Hobby Farm; and provide a range of support services. The farm has
something for people of all ages and abilities. The facility is operated by a small professional
team of dedicated staff; and the organization is overseen by a group of skilled and experienced
board members.
