2 WQCP - DESIGN, CONSTRUCTION, OPERATIONAL
MANAGEMENT & MAINTENANCE
The following sections discuss the design, construction and operational management and maintenance measures for the
proposed Water Quality Control Pond (WQCP), incorporated within the Central Basin (which includes the Central
Bioretention Basin and Central Pond). These measures take into consideration general management and the
management of mosquitoes and cyanobacterial blooms during each phase of the development. This is in accordance
with the approved Framework Letter Report (No. B14158.W.07L dated 8 October 2015), as per the approval conditions
indicated in Council’s Decision Notice (dated 22 July 2016). While the structure of the report may vary slightly from the
Framework Letter Report (2015), all design features and management measures identified in the Framework Letter
Report (2015) have been implemented in this report.
Detailed design drawings for the Central Basin (Bioretention Device and WQCP) are provided in Appendix D. Refer to
the SWMP Report (No. 16-001014-02A dated September 2016) for details of the overall stormwater quality management
strategy for the site.
2.1 DESIGN PHASE
Design objectives for the Central Pond are detailed in the Framework Letter Report (No. B14158.W.07L dated 8 October
2015). Design details are indicated on Drawing Series No. 16-001014-400 provided in Appendix D.
2.1.1 GENERAL MANAGEMENT
The central WQCP has been designed in accordance with the design checklist specified below:
Healthy Waterways – WSUD Technical Design Guidelines for South East Queensland (2006) design assessment
checklists for WQCPs. Not all WQCP items in this checklist were applicable, such as those for the Inlet Zone,
however the relevant objectives have been achieved. A design checklist for the WQCP has been completed and is
provided in Appendix A.
2.1.2 MOSQUITOES
As per the Letter Report (No. B14158.W.07L dated 8 October 2015) design has accounted for the management of
mosquitoes as per Section 6.2.8 - “Designing to Avoid Mosquitoes” in WSUD Technical Design Guidelines for South East
Queensland (2006). This Heathy Waterways document outlines a number of design features that may be implemented to
reduce the risk of high mosquito populations. The following design features have been implemented in the Central
WQCP:
