5.3.2 Determination of Site BAL
An assessment of the required construction standards for the approved retail centre and
any future development within the balance area of the site should be completed by an
experienced consultant/designer at the time of detailed building design, in accordance
with AS 3959-2009.
5.4 Water supply and Utilities
The availability of a reliable water supply for firefighting purposes is a vital tool in the
defence of bushfire impact. The proposed development will be connected to a
pressurised municipal town water supply and hence will be provided with a readily
accessible emergency water supply.
5.5 Access and Egress Management
Development layouts in Bushfire Prone Areas should seek to provide firefighting services
with efficient vehicular access to buildings in the event of an emergency. The proposed
development will be provided with rapid and efficient vehicular access directly from the
existing unnamed road adjacent to the southern site boundary.
New developments in bushfire prone areas should be serviced by safe access/exit points
for both residents and emergency services personnel. It is generally advocated that new
roads should have a maximum gradient of 12.5% and exclude cul-de-sacs. The
development proposal requires no new roads as the retail centre will be directly accessed
via the unnamed road.
Furthermore, in accordance with development approval conditions, a 5 metre wide
easement for access purposes will be registered against the title of the property in favour
of Council over the land area from the stub road to the park dedication area on the
subject site.
5.6 Fire Breaks
The provision of fire breaks and trails about and within a site located in a bushfire prone
area can offer an important bushfire defence measure to assist in reducing the risk and
severity of bushfire ingress to a site.
The construction of fire breaks is not considered practical or necessary in this instance.
Adequate access for firefighting purposes will be available from the proposed APZ without
the provision of specific fire trails.
