RECOMMENDATION
That Council note the report by the Project Manager to the Infrastructure & Services Committee
Meeting dated 31 March 2015, advising that the grant application with the Australian Government
Department of Infrastructure and Regional Development under the Bridges Renewal Programme
for 50/50 funding of the Munna Point bridge rehabilitation has been unsuccessful, and
A. Authorise the calling of tenders for the full scope of rehabilitation works (Full Scope Option
C) as detailed in the consultant’s level 3 bridge report and design; and
B. Refer for consideration as part of the 2015/16 budget process, the required budget
adjustments from the depreciation reserves to fund the full scope of works.
REPORT
1. Introduction
Noosa Council is responsible for the maintenance and renewal of Munna Point Bridge on Noosa
Parade, Noosaville. The bridge is known to be suffering from deterioration from factors known
broadly as concrete cancer.
Investigation into the deterioration and rehabilitation options by Noosa Council in 2014 identified
that the bridge life may be extended through a specialised process of concrete repairs and
cathodic protection along with other strengthening measures. Following this investigation a
design was developed that would allow Council to call for tender submissions.
At the time of development of the rehabilitation solution, the Australian Government Department
of Infrastructure and Regional Development announced 50/50 funding opportunities under its
Bridges Renewal Programme. Council submitted a proposal in August 2014 with the advice that
announcements would be made in November 2014. A condition of the funding was that works
could not commence. This definition extended to also preclude Council from tendering for the
work.
The 2014/15 budget included a provision of $1.4 million for the rehabilitation works which was
based on an assumption that the project would be successful through the Federal grants
programme and receive 50 / 50 funding.
