Plate 2 – Vegetation characteristic of the gully systems
Calochlaena dubia (soft bracken), Dianella caerulea (blue flax lily), Lepidospema laterale (variable
swordsedge), Ottochloa gracillima (forest grass), Xanthorrhoea latifolia (grass tree) and Zieria
minutiflora (twiggy Zieria) were all prevalent within the ground storey, while Blechnum
cartilagineum (gristle fern) was more prevalent at lower elevations. Vines including
Geitonoplesium cymosum (scrambling lily), Cissus hypoglauca (five-leaved water vine) and
Calamus muelleri (lawyer vine) were observed within the community.
Whilst the proposed dwelling and the larger shed can be accommodated within the existing
cleared area and access to the location of the premises already exists, minor clearing of adjacent
mature vegetation is proposed to accommodate the residence’s asset protection zone and the
establishment of clear zones around the two new sheds. In addition, further clearing is proposed
south of the proposed residence, to access soil stockpiles from extractive industry that used to
occur on the site. The soils will be used to rehabilitate the development site (refer to Plate 3 and
Plate 4). The stockpile areas do not intersect mapped regulated vegetation, but are covered in
part by Council’s Biodiversity, waterways and wetlands overlay.
Clearing of native vegetation on freehold land is exempt clearing works where it is for residential
clearing as per Schedule 21, Part 2, Section 2(b) of the Planning Regulation 2017. In this regard,
referral to the State Assessment and Referral Agency (SARA) is not required for assessment
against State Code 16 for clearing native vegetation. Notwithstanding, given the area is mapped
