Of the total area of 3,155m2 of core koala habitat proposed for clearing to accommodate the
dwelling and associated two outbuildings, 141m2 falls within the 63m wide firebreak around the
existing shed and may be cleared immediately as exempted development and exempt clearing
work. With regard to the balance of the mapped core koala habitat area, advice consistently
received from SARA confirms that if the vegetation clearing is restricted to that which is required
to facilitate the minimum bushfire construction standard for a dwelling house as determined by
the specialist bushfire report prepared for the project, the project will not trigger assessment and
may proceed as exempted development for essential management providing the width of
clearing does not exceed 1.5 times the height of the tallest vegetation.
The definition of a dwelling house means a residential use of premises involving—
• one dwelling for a single household and any domestic outbuildings associated with the
dwelling; or
• one dwelling for a single household, a secondary dwelling and any domestic outbuildings
associated with either dwelling.
The footprint of the structures proposed under the definition of a dwelling house within mapped
core koala habitat is limited to 162m2 and is attributed to the northern shed. The footprint of the
residence and the adjacent shed do not fall within the mapped core koala habitat. This is less than
the 500m2 nominated within the definition for exempted development under Item k and the
balance area requiring clearing is in association with the essential management exemption as it
relates to establishing necessary clearing for bushfire management.
In this regard, the proposed clearing works may be progressed as exempted development and the
regulatory provisions relating to impacts to koala habitat trees do not apply.
3.4 FAUNA AND HABITAT
Despite evidence of historical logging and extractive industry, there were several larger trees
located outside of the proposed clearing impact area. These predominate along the edge of the
gully system and comprised Syncarpia glomulifera (turpentine) and Eucalyptus resinifera (red
mahogany) that are between 750 – 1000mm DBH and of considerable age, characterised by
broken branches, hollows, flaky bark and other features that may form potential fauna habitat
(refer to Plate 7 and Plate 8). The large stag in Plate 7 was located immediately to the south west
of the proposed clearing extents to accommodate the residence, while numerous other larger
trees are well separated from the clearing proposed to accommodate the development. Potential
habitat features may be suitable for arboreal mammals, a range of birds, microbats and various
reptiles. Large logs encountered on the ground within areas setback from the proposed asset
protection zones and building footprints may also provide various opportunities for fauna,
including ground dwelling mammals, echidna and reptiles.
