7. Development and its associated landscaping provides for the rehabilitation of ecologically
important areas, degraded ecosystems and habitats to achieve a functional and healthy
ecosystem state that requires minimal human intervention.
8. Development is designed, sited, constructed and operated to avoid or minimise adverse
impacts on koalas and their habitat and to provide for connectivity and safety for the long
term viability of the koala population.
9. In urban areas, biodiversity values are protected and enhanced to assist with ecosystem
health, flora and fauna, urban amenity and quality of life.
4.3 RESPONSE TO THE CODE
A total assessable area of 4,457m2 of vegetation mapped as MSES environmental values and
area of biodiversity significance on the Biodiversity, waterways and wetlands overlay in
the Noosa Plan 2020 will be impacted by the proposed works. This triggers the requirement for
code assessment against Council’s overlay code.
While the footprint of the proposed residence and larger shed proximal to the residence are
within existing cleared areas, clearing is required to accommodate the asset protection zone
associated with the dwelling, the establishment of additional clear zones around the large and
small sheds and clearing in previously disturbed areas south of the residence to access existing
stockpiles of topsoil.
The proposed residential dwelling and associated sheds have been designed to limit ecological
impacts as far as practically possible through the following:
• Positioning the residence and larger shed within the centre of the site in an area that has
previously been subject to vegetation clearing and ground disturbance, attributed to
historical extractive industries
• Focussing clearing extents in areas of historical disturbance, even when mapped under
Council’s overlay, with many of these areas exhibiting an absence of large trees, elevated
presence of weeds and limited vegetation structure
• Limiting the clearing of vegetation to the nominated clearing impact area associated with
the bushfire hazard assessment undertaken for the project
• Locating the dwelling and larger shed proximal to the existing shed and poly tank providing
water supply for the site, for which permissible clearing is able to be undertaken to a
distance of 1.5 times the height of the tallest vegetation as per Schedule 6, Section 20A of
the Planning Regulation 2017. The tallest vegetation proximal to the existing shed and water
tank has been measured at 42m using a digital clinometer
• Including steel framed sheds setback in excess of 6m from the dwelling and adjacent to the
existing site access track to limit the extent of clearing required for bushfire protection
• No elements of the development intersecting or in close proximity to the mapped waterways
• Avoidance of areas of higher biodiversity attributed to the gully and waterway extents
• Limiting vegetation clearing to regrowth as far as practically possible by avoiding or limiting
impacts to habitat trees and mature remnant vegetation
