6.0 RECOMMENDATIONS AND SPECIFIC DEVELOPMENT REQUIREMENTS
6.1 GENERAL
The outcomes of this assessment have confirmed that the proposed development will have a
limited impact on ecological values identified through the desktop assessment and site
investigation.
The primary impact requiring consideration by Council relates to the loss of 4,538m2 of native
vegetation mapped under Council’s Biodiversity, waterways and wetlands overlay to
accommodate the asset protection zone and clear areas required for the proposed dwelling and
sheds. Of this, 1,482m2 is located within an area afforded an exemption for clearing, being
situated within 1.5 times the height of the tallest trees surrounding the existing shed already
present on the land. An additional 1,662m2 of mapped vegetation is proposed to be removed
from the stockpiled topsoil located along the edges of the existing cleared area attributed to the
historical extractive industry that has occurred within the centre of the site. Approximately 261m2
of the stockpile clearing area is within the exempt clearing area associated with the existing shed
and water tank, resulting in the assessable component comprising attributed to the topsoil
stockpiles of 1,401m2. While the areas of stockpiled topsoil are mapped as supporting areas of
biodiversity significance, the site inspection indicated that much of this area is sparsely vegetated
with a high proportion of weeds.
6.2 RECOMMENDATIONS
The following recommendations are provided to reduce environmental impacts associated with
the proposed development and to achieve compliance with the Biodiversity, waterways and
wetlands overlay code:
1. Protection of adjacent vegetation
• The area of clearing is to be limited to the nominated clearing impact area shown on design
plans. The balance of the vegetation on the allotment is to be retained and impacts to
vegetation outside of the clearing impact area avoided by the following:
o Establishment of no go areas on the allotment through demarcation prior to construction
works commencing.
o Conservation significant flora in proximity to the works area are to be flagged prior to the
commencement of works.
o All trees within the impact area to be cleared are to be felled into existing cleared areas
where possible.
o Appropriate measures are to be taken to mitigate disturbance of adjacent areas of
vegetation by machinery.
