EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Project Manager to the Services & Organisation Committee
Meeting dated 11 July 2017 and authorise staff to call for Expressions of Interest for the Design
and Construction of the Park Road Boardwalk from Little Cove to Noosa National Park.
REPORT
Background
Council has within the 2016/2017 capital works program an allocation of $6,500,000 to construct
the high profile Park Road Boardwalk project from Little Cove to Noosa National Park.
The design was developed in consultation with the Project Reference Group and overseen by the
Council Project Control Group.
The design was prepared by GHD with a cost of the completed Design and Construction phase
estimated at $6.63M. In December 2016 Council tendered the completed design and
construction project documentation on an open market basis, closing on 3 April 2017.
Following an extensive tender evaluation process, it was found that no tender was deemed
suitable to provide an acceptable option for Council to enter into a contract.
A post tender review, including post tender feedback sessions with tenderers, identified that a
number of issues that may have contributed to a wide spread of prices and limited submitters
included:
The timing of the tender release was too close to Christmas which conflicted with
tenderer’s other projects and the traditional holiday period.
The project was deemed complex resulting in contractor reluctance to expend effort into
tendering on an open market basis.
Traffic and pedestrian management options were deemed by contractors to have a large
impact on timing and costs.
Project timing was compressed, with the project to be completed in approximately 6
months. This timing was deemed insufficient by contractors to deliver the requirements
under the tender.
