GENERAL COMMITTEE MEETING AGENDA 15 MARCH 2021

The proposal is also in conflict with the scheme outcomes which seek to protect water quality
within the water supply catchment area by limiting development and preserving open space.
It is also noted that a private sewerage pump is proposed which raises concern with regards
to water quality should the system fail or not be appropriately maintained.
The boundary realignment proposed results in the use of Open Space Recreation zoned land
for the purpose of residential dwellings. The use of this land is contrary to the intended
purpose of this land for recreational activities.
   Built form
The locality code includes built form requirements for new development and specific
requirements within the Rural Zone. It is generally expected that these requirements would
relate to the development of a single dwelling house and structures associated with rural
activities such as sheds/stables etc. The most relevant provisions for the built form
associated with the proposed use are those related to Multiple Housing Type 3 – Retirement
   and Special Needs.
As Multiple Housing Type 3 – Retirement and Special Needs is a consistent use within the
Community Services Zone and the Semi-Attached Housing zone these are considered to be
the more relevant provisions. The table below summarises the development’s level of
compliance with the built form provisions for the Community Services and the Semi-Attached
Housing zones and the car parking requirements with the Driveways and Car Parking Code.
