GENERAL COMMITTEE MEETING AGENDA 15 MARCH 2021

Services and Semi-Attached Housing zones with the exception of site cover, landscaping,
the height of the facilities building and car parking. The site cover exceedance relates to the
Semi-Attached Housing Zone which is exceeded by approximately 8%.
Due to the significant site cover it is evident that the proposal will result in buildings being
built in very close proximity to each other with little opportunity for meaningful landscaping to
be provided between buildings or within the access driveways.
This will result in an appearance of continual built form and a ‘sea of roofs’ when viewed
externally. The limited opportunity for meaningful landscaping is not environmentally
sustainable as minimal shading will be provided to the dwellings and will result in increased
dependence on mechanical ventilation. It is also noted that the significant height and scale
of the facilities building is likely to result in the building being a dominant feature in the rural
   and open space landscape.
Whilst it is acknowledged that a retirement and special needs development may result in a
different built form outcome to other forms of residential development, the current proposal
is not consistent with the rural character which the planning scheme seeks to protect at this
location. Furthermore the design of the proposed dwellings are not reflective of the built form
characteristic of Cooroy. The following image provides an aerial view of a Living Gems
development in Logan Village noting that the current proposal provides some additional
landscaping (Living Gems is the parent company of GemLife).
