GENERAL COMMITTEE MEETING AGENDA 15 MARCH 2021
• Work contribution to design and construct golf buggy storage shed.
• Financial contribution of 1 golf membership in the Cooroy Golf Club Inc. for each
dwelling in the seniors living community for a period of 10 years.
• Work contribution to design and construct retrofits to existing golf course layout.
• Financial contribution to Cooroy Golf Club Inc. for course improvements (not already
covered by Golf Course Draft Master Plan 7).
The agreement has been reviewed by Council’s external planning solicitor who has raised a
number of concerns relating to the capacity of the agreement to ensure that the proposed
works/financial contributions are delivered. It has also been advised that the Cooroy Golf
Club must be a party to the agreement as the works are occurring on their land and they
must be bound to ensure the completion of the works. Should Council wish to approve the
application, the agreement would require amendment before Council decides the application.
4. DRAFT PLANNING SCHEME
The new Noosa Plan adopted by Council commenced on 31 July 2020, and as such it is
appropriate to give some weight to the content of this new scheme.
The Noosa Plan 2020 includes the land the subject of this application partly in the Rural
Residential Zone and partly in the Recreation and Open Space Zone. The land sits outside
of the Urban Area Boundary. As such it is not the intent of the scheme that this land be
developed for urban purposes within the life of the planning scheme. It is also outside of the
Priority Infrastructure Area. A new club house for the golf club is a suitable use within the
Recreation and Open Space Zone.
Figure 22: New planning scheme zoning
In preparing the planning scheme and in reviewing submissions pertaining to this property
Council considered the development potential and suitability of this site and it was
considered that despite its inclusion within the Urban Footprint of the SEQ Regional Plan,
commitment of the land for urban purposes was neither necessary nor appropriate.
As already indicated, urban development of this land is not planned for within this scheme
and the use is not supported in the zone.
