14006 - Application for Operational Works Carpark
Attached to the e-mail Operational Works Application OPW18/0293.
“Adamson Town Planning, specialising in providing higher order town planning advice” It is suggested given the scale and intensity of Noosaville Medical and Professional Centre and the location which has limited on street parking availability, the most practical solution is to provide temporary parking elsewhere. The applicant owns 101 Eumundi Noosa Road which is relatively close to the Noosaville Medical and Professional Centre and can be used for temporary parking while construction is occurring, being within easy walking distance. It is not intended to seal the temporary carpark but provide a gravel surface only. The temporary carpark is only required until all works are completed at the Noosaville Medical and Professional Centre. It is likely that once the carpark is sealed and operating parking will resume at the Noosaville Medical and Professional Centre. It is not expected that a further development approval for operational works would be required for the construction of the temporary carpark at 101 Eumundi Noosa Road. The applicant is committed to resolving the outstanding works required to be undertaken at the Noosaville Medical and Professional Centre in accordance with the current approval. Further, the applicant intends to develop the 101 & 105 Eumundi Noosa Road, generally in accordance with the recent approval that has issued for the land with applications for operational works currently being assessed by Council. Under the Noosa Plan 2006, the application is to comply with the following: • Driveways and Carparking Code; • Water Sensitive Design Code; • Landscaping Code; and • Erosion and Sediment Control. Driveways and Carparking Code The proposed detailed design is consistent with the purpose, overall outcomes and the relevant specific outcomes of the Driveways and Carparking Code. The parking being provided is generally consistent with the current development approval for the site. Access is to be obtained internally and will not adversely impact upon safety, capacity and operation of the road network (O1). Further, the proposed driveways and crossovers across the pedestrian pathway are suitable for their intended use. Water Sensitive Design Code The design of the stormwater detention basin provides for collection and treatment of stormwater for this part of the site as well as stormwater flowing from the adjoining Telstra Depot to the north. The proposed onsite water quality and detention basin has been designed in accordance with the Aquaintel Stormwater Management Plan, with the planting requirements to be in accordance with the water by design bioretention technical design guidelines. The design of the development avoids adverse impacts on downstream ecosystems, properties and infrastructure due to changes in flow and water quality. The proposed development is consistent with the purpose and overall outcomes of the code. 3|Page 16004 – Noosaville Medical and Professional Centre Pty Ltd, October 2018
