26. I note however that the proponent is now proposing to provide in the order of 42 additional spaces as part of an
upgrade to the northern parking area in conjunction with the proposed hotel, against my advice, largely to
appease Council’s remaining concerns with respect to car parking. This means that an upgraded capacity of
249 spaces would be available (=207+42). Were Council to approve the additional capacity, it would be likely
that spaces could be provided such a that each room of the hotel could have a private vehicle, thereby not
actively promoting the use of alternative modes of transport. Setting aside staff requirements, if 112 vehicles
(1 space per room) were present, the residual capacity available for other uses would be
137 spaces (=249–112), which is more than all but the busiest of days. This is shown in Figure 4.

27. Under this scenario, even less of the non hotel uses parking demand would exceed the residual capacity
available for it. As such, I consider that if Council permits the upgrading of the carpark then parking is essentially
provided at a rate of 1 space per room. Accordingly, in reality the initiatives recommended are largely no longer
required to incentivise and support a lower car parking demand.
28. In Paragraph 12 of the TTPlus report dated 22-Nov-2021, it is noted that “a number of these categories [of
employees] such as housekeeping and admin are likely to be parked during the daytime, which is offset from
the peak parking expected to occur at the hotel. Parking is likely at a maximum between the evening and the
next morning when hotel customers are back at the hotel for the evening.”. It remains the case that employee
demand will be at its highest during the middle of the day, when parking demand for the hotel is at its lowest
(and vice versa) and that there will be sufficient residual demand to accommodate the staff parking.
29. The request items related to Council RFI paragraphs 3(i) and (ii) are resolved by the discussion in the previous
section of this advice.
30. Accordingly, with inclusion of the additional car parking facility proposed, a travel management plan actually
need not be provided, but nonetheless, one could be conditioned if desired.
