PLANNING AND ENVIRONMENT COMMITTEE MEETING REPORT 8 APRIL 2025
ATTACHMENT 2 – (MCU24/0151) – COORDINATOR PLANNING’S REPORT
REPORT
1. PROPOSAL
This application seeks approval to relocate the Lake Macdonald Rowing Club to a property at the
end of Hoy Road directly adjacent Lake Macdonald. The relocation is required due to the Lake
Macdonald Improvement Project works to be completed to the dam which is anticipated to be in
5-7 years. The club currently operates at the northern side of the lake adjoining Collwood Road
where they have an ongoing license to operate with Seqwater.
The proposed hours of operation are sunrise to 9:30am and 3:30pm to sunset, 7 days a week.
During this time the number of people on site is to be a maximum of 9, with 4 people expected to
be regularly on site.
The applicant requests that “…Council condition a 7-year sunset clause on any development
approval over the site. At present, the Rowing Club will be granted a 5 year license to operate their
temporary facility at the site. The ultimate time for the operation is dependent on the Lake
Macdonald Dam Improvement Project. A 7-year sunset clause is considered appropriate as it will
allow for any major construction delays associated with the Lake Macdonald Dam Improvement
Project and avoid the need for further timeframe extension applications with Council.”
The following structures/works will be installed at the club’s new temporary location:
• 2 x 40 ft shipping containers for storage of boats and equipment;
• 10x 20m hardstand rigging area;
• Chain link fencing around the container storage and rigging area;
• Informal access track down to the lake,
• A grassed carparking area suitable for 9 car spaces.
The proposed enclosure area will consist of materials that are easily relocatable/removable given
the site is to be used by the club on a temporary basis.
The proposal is supported by Seqwater who are the landowners and have liaised with Council
regarding alternative sites for the proposed temporary facilities.
