EXECUTIVE SUMMARY
This report details key issues that Council has dealt with during the 2016/17 financial year (the
first full financial year of the 2016 elected Council) in the context of our five Corporate Plan
themes. It is only when a report such as this is prepared that we realise how much has actually
been done in the last 12 months. The scale, scope and diversity of subject matter addressed by
Council during the last 12 months speaks for itself.
Council could not have achieved so much without the effort of our staff who have gone “above
and beyond” to deliver services to our community and I would like to take the opportunity to
recognise the great work by our Mayor, Councillors and our staff during 2016/17.
RECOMMENDATION
That Council note the report by the Chief Executive Officer to the General Committee Meeting
dated 17 July 2017 providing a review of Council’s progress in the 2016/17 financial year towards
achieving the priorities set out in the Council’s Corporate Plan.
REPORT
Pursuant to the Local Government Act, the CEO is required to provide Council with an annual
report identifying the progress made towards the achievement of Council’s long term objectives
as set out in the Corporate Plan. Even if this was not a statutory requirement, it would still be a
useful process to review progress in a financial year. A report was provided to Council in July
2016 which straddled two terms of Council given the March 2016 election. This report covers the
2016/17 financial year which is the first full financial year following the March 2016 election.
A separate report has been provided to Council covering the progress of the Operational Plan,
and details of Key Performance Indicators (KPIs) for the April to June 2017 quarter. This report
is designed to look at longer term progress at a Corporate Plan level. It provides an opportunity
to pause from the day to day minutia and to consider what we have achieved in the last 12
months.
The other differentiating factor of this annual review is that it is the first undertaken since Council
adopted its new Corporate Plan. As such, the 2016/17 year reflects a period of transition from
our first Corporate Plan to our second Corporate Plan. One of the highlights of the year was the
establishment of a long-term strategic direction as set out in the new Corporate Plan 2017 –
2037.
