PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 OCTOBER 2016
Figure 1 – Front Entrance of Acres Noosa
The intent of the proposal is to allow greater flexibility of uses (i.e. types of commercial tenants)
than previously approved. The application arose following Council development compliance
action. Some tenants within the centre, such as a dress shop, expanded cafe and other
proposed tenants, did not accord with the approval given. Following meetings with the applicant
it agreed to seek a new approval involving a broader range of uses.
The proposed Lifestyle & Garden Centre is not a defined use under The Noosa Plan. The
applicant describes the use as follows:
Undefined Use – Lifestyle and Garden Centre including nursery (minimum of 1000m2), interior
and exterior design, external shade systems, gardening and landscaping sales and services,
outdoor furniture, home products and giftware, clothing, educational flexi space, pantry, café and
outdoor dining, health and wellbeing products and services.
The applicant indicates the development generally aligns with the existing approval for the site
but seeks the following changes:
Inter-changeability of uses across the site;
Clarification of the range of uses permitted on the site;
Additional seating for the centre and cafe along side boundary;
Removal of 19 seat café limitation and replacement with an area defined on the proposal
plans;
Change to hours of operation for Friday and Saturday nights up to 8 pm [from7pm].
Through the course of the assessment the applicant was asked to better define the uses sought
on the site and the spaces in which they are proposed. As a result, the applicant submitted a
table included in Attachment 2. The table lists the component uses sought and the spaces
within the development where they are proposed.
The proposed ground floor layout is shown in Figure 2 below and the full plans are included as
Attachment 1.
The application is before Council due to conflicts with the planning scheme provisions for the
site’s residential zoning.
