PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 11 OCTOBER 2016

                Figure 4 – TTM highest Cumulative Parking Demand Calculation
However, TTM Consulting submits that parking generation will be less because:
The proposed development is a specialised centre (lifestyle and garden) and includes a variety of
land uses geared toward lifestyle and nursery consumption. The intent of the development is for
customers to have access to a range of complimentary uses in one location rather than each use
being a trip attractor on its own.
The assessment also included feedback from the developer/tenants indicating:
 The vast majority of visitors to the nursery also visit Pavilion 3
 The nursery/Pavilion 3 peak is typically 9-11am and 2-4pm on weekdays and weekends
   Pavilion 1 does not have a peak period;
 Parking duration is typically less than 45 minutes for each tenancy. This is supported by the
     photos provided with the survey as very few cars are captured in more than 1 photo;
   Approximately 20% of customers walk or cycle to the site rather than drive;
 Approximately 70% of customers visit more than one tenancy; and
 Customers visiting more than one business typically visit 2-4 tenancies.
 The applicant is willing to limit the customer parking to 2hr duration and has approached a
     parking management provider to this effect.

                                                                                   Page 61 of 86
