given the rural nature of the site, it is likely that buses would be employed to transport visitors to
and from the site for any larger events rather than a large number of individual vehicle trips
events / functions would generally not take place during the weekday morning and evening peak
times on the local road network

Therefore, the impact of any traffic generated by the chapel / community hall use on the surrounding
road network is expected to be minor and has not been considered further.

Turn Warrant Assessment

We have undertaken an assessment of the appropriate turn treatments at this intersection by applying the
warrants set out in the TMR Road Planning Design Manual Supplement to Austroads Guide to Road Design
Part 4A: Unsignalised and Signalised Intersections. The assessment of the warrants is based on the
Normal Design Domain (NDD) criteria for a road with a design speed of greater than 70km/h less than
100 km/h.

We have estimated the peak hour weekday volumes on Elm Street by applying a 9% and 10% peak hour
factor to the AADT flow in the morning and evening peak hours respectively (which is based on the hourly
flow averages in the 2016 AADT data).

In terms of the development traffic generation and distribution, the following assumptions have been
adopted:

development peak hour traffic generation as per Table 1
a 70%:30% in:out split in the morning peak hour with the reverse in the evening peak hour
a 50%:50% east:west split of development traffic on Elm Street

A development opening year of 2020 has been adopted with a design year of 2030. A background
growth rate of 2% per annum applied to growth traffic up from 2016 to 2030. This rate is generally
consistent with forecast population growth rate (medium growth series) for the Noosa local government
area. The application of this rate equates to a 32% increase in traffic volumes.

Based on the above, the adopted parameters for the 2030 post-development morning and evening peak
hour scenarios are as follows:

Morning Peak Hour Evening Peak Hour

        QL: 4 veh/h QL: 2 veh/h

        QM (left): 198 veh/h QM (left): 220 veh/h

        QR: 4 veh/h QR: 2 veh/h

        QM (right): 457 veh/h QM (right): 507 veh/h
