EXECUTIVE SUMMARY
The applicant proposes to extend and use an existing building of the established Community Use
(Wellbeing – Type 2 Social) on land at 468 McKinnon Drive, Cooroibah for the purpose of serving
staff and clients of the site with café style food.

The applicant submits that the service of food and drink on the site to staff and clients is ancillary to
the larger operation on the site being the Community Use, known as Sunshine Butterflies Inc. By
providing the service of food and drink this will provide members the opportunity to learn about
hospitality, forming part of one of the many Sunshine Butterflies programs.

The café is partially contained in an existing building with a 45m2 proposed extension to the west of
building. Through conditioning of the development permit, the proposed use will remain ancillary to
and complement the existing operations. The proposed change application is recommended for
approval subject to conditions.

The current application is before Council as the original application was decided by Council.
RECOMMENDATION
That Council note the report by the Development Planner to the Planning & Environment Committee
Meeting dated 11 July 2023 regarding Application No. MCU16/0090.02 for a Minor Change to an
existing approval for Material Change of Use - Community Use – Wellbeing – Type 2 – Social,
situated at 468 Mckinnon Drive, Cooroibah and:


      A. Approve the change.
      B. Amend conditions 1 & 2 to read as outlined in Attachment 1 – Proposed amended and
         additional conditions.
      C. Include 2 additional conditions as outlined in Attachment 1 – Proposed amended and
         additional conditions.
      D. Note the report is provided in accordance with Section 63(5) of the Planning Act 2016.
