The proposed facility comprises a 10m x 8 m lease area to be located in the southern
portion of the subject site. It is considered that the facility has been sited appropriately to
minimise detrimental environmental impacts. The location of the facility supports
compliance with the infrastructure code as follows:
      . The proposed facility has been appropriately sited on the periphery of the
        township and located as far away from residential dwellings as possible while still
         being capable of providing service across the township;
      . The establishment of the monopole on the subject site will not affect the
         agricultural capabilities as it will occupy a relatively small lease area (80m2)of the
         total 106ha of land and is located on the periphery of the site outside the area of
         productive land;
      . the proposed facility is located a sufficient buffer distance from environmentally
         sensitive locations and no vegetation removal will be required; and
      . The proposal will have negligible impact on the environmental quality, ecological
         values or the nature in the region as it is located in a modified rural area

The proposed facility is for a 30 m monopole and associated infrastructure. It is considered
the facility has been located and designed appropriately to minimise detrimental visual
impacts. Site location and design elements of the proposal that support visual compliance
with this Code are as follows:
     . The proposed development has been setback over 1 km from the Soreen Point
         Village;
     . The facility has been located on a site surrounded by heavily vegetated areas
         which will provide significant screening benefits from all areas of Soreen Point, but
         in particular the residential dwellings to the south east, Lake Cootharaba to the
         east, Lake Flat Road and the Soreen Point township; and
     . The facility has been designed with the minimal required height and as a slim line
         monopole, which can be colour matched to the surrounding vegetation;

The facility has been intentionally located within private land for which there is existing
access available. The site access is considered to be appropriate given the NSN Co

facility will not be a significant generator of traffic and is not anticipated to adversely impact
on the surrounding road network or residential amenity. The proposed facility will also

have restrictions aimed at preventing public access, including a secured compound fence
with a locked gate and warning signs placed around the facility.

It is considered the proposed facility is not inconsistent with the character of the area as it
has been appropriately located in a rural area where similar infrastructure is located, such
as powerlines, as they provide a necessary service.

For these reasons the proposal is considered to comply with the overall outcomes for the
Infrastructure Uses Code. Further compliance with the Specific Outcomes and Probable
Solutions of the Infrastructure Uses Code is included in Appendix 4 -
                                                                                     Code Table
