Dear Sophie,
Re: Proposed Service Station, 175 Eumundi Noosa Road, Noosaville
Response to Council Information Request
We refer to the Noosa Shire Council Information request dated 22nd January 2018 in relation to the development
application for the proposed service station at 175 Eumundi Noosa Road, Noosaville.
We have reviewed the information request in relation to the traffic engineering items (i.e. Items 9 & 10) and provide
the following responses. It is noted that site plans have been modified in response to Council’s information request.
Issue 9
The submitted traffic report includes limited comment in regard to the existing bus stop and the impacts of
the proposed entry and exit driveways. Council has concerns that there is insufficient length to provide the
necessary bus stop and entry/exit tapers without affecting adjoining properties and other traffic on Eumundi
Noosa Road.
Provide additional comment, detail and preliminary plans for the frontage of the site. The comment, detail
and plans must include but not be limited to:
h) a bus stop, tapers and ancillary structures in accordance with Translink standards
i) sight lines and distances for vehicles and pedestrians at the entry and exit driveways for the proposed
development
j) consideration for an indented bus stop to provide the necessary clearances to the existing traffic, cycle
lanes and pedestrians
k) Comment on whether an indented bus stop assists with the entry movement of traffic to the site and
the need for a left turn treatment
l) Any existing services, on-street parking and infrastructure that require relocation to provide for the
bus stop and driveways

m) Any road widening necessary to cater for the frontage works
Response 9
Attached MRCagney Figure 2 illustrates the proposed location of the repositioned bus stop, the bus
manoeuvring and available sight lines / distances. References are made to this below, specific to each issue
raised:
h) A review of TransLink service data indicates two services utilise the stop (629 and 630). On
weekdays, the 629 service runs hourly between 8:00am and 6:00pm, with the 630 service running
up to 4 services between 6:00am and 9:00am depending on the specific day. Based on the service
frequency, the existing bus stop arrangement can be classified as a ‘regular stop’ - low frequency
services with low customer demand, as per Table 5.1 of Translink’s Public Transport Infrastructure
Manual (PTIM). A regular bus stop is an ‘on-road‘ bus stop. As specified in Table 5.7 of the PTIM,
the layout of an ‘on-road’ bus stop comprises a minimum bay length of 25m (for a single bus; this
allows for ~15m bus parking and ~10m entry taper, with a departure length of 10m). Attached
MRCagney Figure 2 illustrates the designated bay length of 15m available for a bus, with a 21m
entry taper available due to the proposed removal of kerbside parking along the parking lane.
Buses are able to re-enter the flow of traffic unimpeded, with the parking lane and service station
egress providing an exit taper of approximately 14m;
i) Maintaining the existing bus stop arrangement will not worsen the available sight distances for
egressing motorists. The traffic report mentioned that the land surrounding the site is flat,
meaning sight distance is not limited (section 3.1). As shown on the attached Figure 2, a Minimum
Gap Stopping Distance (MGSD) of 97m would be available for motorists egressing the site,
measured 3.0m back from the kerb line. Further, a Stopping Sight Distance (SSD) of 81m is
available for a motorist travelling westbound. As a ‘regular’ bus stop would contain a seat and sign
only, the sight lines between traffic flows is unimpeded. If the existing bus shelter is retained, the
structure offers sufficient sight line permeability not to impede the sight line;
j) An indented bus stop has not been proposed, nor considered warranted when assessed against
Translink’s PTIM. The existing ‘on-road’ bus stop is to be retained;
k) As demonstrated in the initial traffic report (section 4.5), an Auxiliary Left Turn Treatment (AUL) is
warranted. However, a turn lane treatment is not considered necessary due to the wide road verge
and presence of kerbside parking along the approach to the site. There also appears to be no turn
lanes for any other developments in the vicinity of the site, most of which have comparable traffic
generations (including several service stations) to the proposed development;
l) In order to move the location of the bus stop, no existing infrastructure would require relocation.
The existing power pole situated next to the current bus shelter is unaffected by the proposed stop
layout. However, as illustrated by Figure 1 within Appendix B of the traffic report, some on-street
parking will have to be removed to accommodate the ingress crossover; and
m) Road widening is not required to accommodate the bus stop in its relocated position.

The submitted swept path diagrams demonstrate that a 12.5 metre heavy rigid vehicle reversing from the
loading bay will conflict with any vehicle utilising bowsers situated at the end of the canopy.
Amended plans which detail that there will be no bowsers at the end of the canopy or plans amended so that
this conflict is removed.
Response 10
A 12.5m (Austroads) Heavy Rigid Vehicle (HRV) was used to simulate a front loading Refuse Collection
Vehicle (RCV) accessing the site and rear loading area (as illustrated by Figure 4 within Appendix B of the
initial traffic report. It is acknowledged that a vehicle cannot be parked at the southernmost bowser while a
HRV is accessing the site. Figure 5 within Appendix B of the initial traffic report also demonstrated this was
the case for an 8.8m (Austroads) Medium Rigid Vehicle (MRV). However, the plans for the site have been
revised to reduce the building’s footprint and relocate the building and loading area further south. While
an RCV is still unable to circulate and service the site in the event of the southernmost bowser being
occupied (attached Figures 4 and 5), an MRV can now manoeuvre the southernmost bowser, even when
occupied by a car, due to the reconfiguration of car spaces (displayed on the attached Figure 6).
Refuse collection would occur infrequently (i.e. once or twice per week), for a short duration and during off-
peak periods in which there is limited customer activity. As such, for the isolated occasions a vehicle is
using the southernmost bowser, the RCV will need to wait momentarily. Accordingly, it is not proposed
that the southern bowsers be removed. In the event that the frequency of conflict becomes an issue, the
service station manager may implement strategies to assist access, such as temporarily blocking access to
the southernmost bowser.
Reconfiguration of the site’s car parking has also led to an increase in provision by three (3) spaces,
designated for the following users: two visitor and one air / water space. This increase also means the
proposed development is fully compliant with the car parking requirements of the Noosa Planning Scheme
for types 2 and 5 of the ‘Retail Business’ land use (12 spaces as identified in Section 3.2.1 of the initial traffic
report). The air / water space can be accessed directly from the site’s ingress (shown in the attached Figure
7), with two visitor bays replacing the single car space previously located in the southeastern corner of the
site. Provision of the air / water bay along the eastern boundary does not impact the manoeuvring of cars
and service vehicles.
I trust this additional information is of assistance.
If there any further queries regarding this information, please contact me.
Yours sincerely,
Gerard Reardon
