SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 MARCH 2019
In 2016 NHSLSC began investigating options to redevelop the Peregian clubhouse. A report to
Council in August 2018 detailed a protracted campaign seeking support to relocate the building
into an area of greater coastal hazard risks. Following talks with the State peak body, Surf Life
Saving Queensland (SLSQ), it was agreed the campaign was causing unnecessary community
division. In September 2018 SLSQ made an undertaking to become the permit holder (via its
local branch), to end conjecture about relocation of the club.
For the 2018/19 season NHSLSC has continued to provide weekend lifesaving patrols and has
re-established and resourced a local nippers program. Both services utilise the ground level of
the building and have provided substantial community benefit.
The trustee permit for the building expired in December 2018 and no formal tenure currently
exists over the site. The current volunteer patrol season ends in May 2019 and the next season
commences at the start of the September 2019 school holidays.
3. Approaches to Utilise Building
Council has received a number of approaches from community and environment groups seeking
space in the building or overall tenure of the building. It is critical that lifesaving services are
maintained at the location and staff would not be supportive of a proposal that would displace the
lifesaving and nipper services delivered from the ground level. However, the former supporters
club on the upper level no longer has kitchen or bar facilities and has been vacant since 2013.
Based on interest received, staff believe there is opportunity to reinvigorate the space and
provide a community outcome, in line with Council’s Community Purpose Land and Infrastructure
Tenure Policy, by offering the upper level to a community group through an open expression of
interest process.
Under this model the building tenure would comprise:
Lifesaving functions delivered from the ground floor via a 3 year Trustee Permit to SLSQ; and
New community activation of the top floor via a 3 year Trustee Permit to a community group.
Dual tenure would require structural and major building maintenance to be undertaken by
Council, which is in line with SLSQ’s expectations.
4. New Expression of Interest Process
A new EOI process is proposed to identify a suitable local community group to take up a Trustee
Permit for the vacant first floor level. The EOI is proposed on the following terms:
Permit offered to incorporated not-for-profit community groups only.
Permit offered for a term of up to 3 years.
Indicative permit commencement date of 1 July 2019.
Annual rent prescribed at 1 Unit in accordance with Council’s adopted fees and charges
(currently equating to $301.50).
Community use must complement/ align with the gazetted reserve purpose (Local
Government reserve for life saving).
Community group must demonstrate community benefit of its proposed use and provide an
activation and action plan for the 3-year tenure period.
Other mandatory requirements:
o Proposed community use must have a clear connection to the Peregian foreshore, (e.g.
marine or foreshore activities).
o Proposed use(s) must not be commercial in nature (e.g. dining, retail, poker machines,
commercial offices, or the like).
o Permittee must commit to good neighbour provisions and coordination/ cooperation with
SLSQ’s activities from the Ground Level.
o Permittee responsible for minor internal maintenance and contribution to running costs.
