EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Property Advisor to the Services and Organisation Committee
Meeting dated 12 March 2019 regarding the Peregian Beach Surf Club building and agree to
proceed to an Expression of Interest process to identify a local community group to offer a Permit
to Occupy for Level 1 of the building, as detailed in the report.
REPORT
1. Purpose
The purpose of this report is to propose a new Expression of Interest (EOI) process to identify a
suitable community group to offer a trustee permit for community activation of vacant space at
the Peregian Surf Club building.
2. Background
The Peregian Beach surf club building was built in 1987 on a Local Government Reserve for Surf
Lifesaving on the western side of Peregian Park. The land is State Land for which Council is
trustee and is 843m2 in size.
The Peregian club was the smallest of Noosa’s three surf clubs and operated until 2014, with the
supporters club closing in 2013. In 2014 the Peregian Club was disbanded as an incorporated
entity and Noosa Heads Surf Lifesaving Club (NHSLSC) assumed responsibility for local life
saving operations. A report to Council in October 2014 (P&O Committee Item 7, Page 42)
detailed NHSLSC’s proposal to assume lifesaving operations at Peregian Beach and Council
subsequently issued NHSLSC annual permits to occupy the premises.
Since assuming operations at Peregian Beach the NHSLSC has:
Maintained voluntary lifesaving patrols during the September to May surf lifesaving season,
which it supplements with paid lifeguards at its cost;
Conducted a local nipper program, which ceased for a period before commencing in 2018/19;
Undertaken building repairs to address a number maintenance and safety issues and
removed the kitchen and bar facilities from level 1.
