This SWMP addresses the management of all solid wastes during the operational stage of the
proposed development. For the purposes of this report ‘wastes’ have been divided into ‘general and
recyclable’ and medical or ‘clinical and related’.
The Environment Legislation Amendment and Repeal Regulation (No. 1) 2014 (Part 3) contains
specific provisions relating to ‘clinical and related’ waste management including definitions,
segregation, storage and transport requirements.
Clinical and related waste disposal gives rise to some special issues in relation to infectious material,
hazardous chemicals and drugs, and body parts. A standardized approach will be adopted by Palm
Lakes Pty Ltd during the operational phase of the medical centre. This approach is guided by a
number of key policies and guidelines including:
a) Industry Code of Practice for the Management of Clinical and Related Wastes;
b) Clinical and Related Waste Guideline produced by the Department of Environment
and Heritage Protection; and
c) Relevant Australian Standards.
The major components of the proposed waste management include:-
• Waste segregation at the source - sharp containers, biohazard bins, general waste bins, and
cytotoxic bins - all standardized and color-coded;
• Waste streams - general, contaminated, cytotoxic / pharmaceutical and body parts;
• Storage and transport - cold storage for contaminated waste and body parts, and transport
in safe, leak proof containers;
• Waste treatment - sterilization of contaminated waste (steam autoclave), and incineration of
cytotoxics, pharmaceuticals and body parts in an incinerator meeting all relevant standards
and statutes; and
• Waste disposal - local Council approved, engineered, sanitary landfill.
The Waste Management Hierarchy must be taken into account at all times. Reduce, reuse and
recycle wastes wherever appropriate.
3.1 General and Recyclable Waste
The generation, storage and collection of the general and recyclable waste produced by the
proposed development is detailed in this section of the report.
3.1.1 Waste Generation
The proposed development is comprised of a number of separate components which have to be
considered. These elements include: 230 detached residential dwellings, a workshop / golf room,
enclosed bowls green with clubhouse, and a 120 bed aged care facility consisting of: consultant’s
rooms, nurse stations, staff training areas, a salon, café and additional recreational uses.
