3. Summary
The capital delivery momentum continued throughout the fourth quarter with the majority of
projects completed prior to the end of June 2016.
An extensive review of the programme against the most recently adopted adjusted budget has
been undertaken by the Project Delivery Team. This review has determined the carryover figures
that would be submitted to Council through the Budget Review 1 2016/17 process, as well as
identifying project funds which are no longer required due to underspends or project deferral.
Funds no longer required will be either transferred to constrained reserves or returned to general
funds through savings.
Carryovers are a normal process in delivering capital programmes resulting from projects that
have either completed, or are in progress, but not yet paid for in full.
