Transfer to Constrained Reserves
The Project Delivery team has identified $2.5m of unspent funds in the 2015/16 BR4 program
that are no longer required. The 2015/16 budget of $35.6m can therefore be adjusted by $2.5m
to $33.1m to reflect this, resulting in capital programme actual expenditure of 88% of planned
budget for the financial year.
Previous Council Consideration
The Capital Works Programme has previously been distributed to Councillors (document titled
“Capital Works Programme 2015/2016”).
Finance & Risk
The delivery of 88% of a Council’s capital programme in a financial year is an exceptional result,
meaning that the risk of non-delivery of the 2016/17 capital programme is greatly reduced due to
the low level of carryover that has been achieved ($3.9M compared to $8M in 2015/16).
