SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 9 AUGUST 2016

3. STAFFING

The NAC continues to have a large percentage of casual staff and staff numbers have reduced
significantly throughout Terms 2 and 3 while patrons move onto winter pastimes.

Recruitment of two full-time positions was approved as part of the NAC service review. The
positions have been advertised and filled by internal applicants and the team looks forward to
working with the improved structure in place.

Two long-term casuals have recently expressed interest in converting across to full-time roles
and their request is being assessed against the operational needs of the venue.

The NAC Coordinator, NLC Coordinator and the Community Facilities Manager visited
Melbourne in May to inspect nine leisure and aquatic facilities. Melbourne is generally considered
to be the nation’s leading location for state-of-the-art leisure facilities and the trip proved to be
very valuable. Staff made some great connections with other industry professionals and took
away a number of facility and programming ideas that will be further explored over time.

4. SYSTEMS & PROCESSES

A new electronic rostering and time and attendance system has been developed using Microsoft
Excel to help highlight any differences between rostered hours and actual hours worked. This will
provide further control and monitoring of the facility’s largest expense area.

Night swim squads introduced during summer on a Tuesday and Thursday in an effort to
alleviate pressure on the availability of water space during the daytime have remained popular
and have not been suspended over winter as in previous years.

Monday night Aqua classes have been suspended until the weather warms up in September.

5. FUTURE DIRECTION

The NAC service review was completed in February 2016. Its recommendations are being
implemented, with the following actions planned during the first half of the new financial year:

 The condensing of crèche hours of operation - leading to annual savings of $15,000 - is
scheduled to take effect from 22 August.
 New summer operating hours will commence on 5 October. This will see the facility open
30 minutes earlier each day, while the daily close time will be brought forward by one hour.
 A simplified membership and fee structure will be introduced on 1 January subject to
      Council approval.
 $90,000 of new fitness studio equipment will be sourced and installed and ready for use by
1 January, complementing the simplified membership and fee structure and allowing for a
      full relaunch of the studio.

Another of the service review’s recommendations was to enhance existing family change
facilities. This matter has been given some consideration (with some inspiration coming from the
Melbourne facilities’ tour) and it is hoped that plans can be developed and works completed by
end of financial year.

A formal pool plant and equipment inspection will be conducted in early August by Roejen, a
company who specialise in pool plant engineering and technical services. The final report will
feed into the development of a broader facility asset management plan and will ensure improved
asset maintenance and renewal processes moving forward.
