Budget Actuals
NCS operates under funding agreements with both the State and Federal Governments. In
November 2015, NCS received a funding offer of $4.949m from the Federal Government’s CHSP
program. This funding offer allowed NCS to continue to provide its services to the community
until at least 30 June 2018 and was formally accepted by Council at its December 2015 meeting.
The requirements of the various funding agreements dictate that NCS should aim to perform to a
‘zero bottom line’ standard, ie. that all funding received should be fully expended on relevant
programs and services. In past years when NCS has delivered surpluses the additional funds
have been transferred to a reserve account which can be accessed at a later date for NCS
related activities. In 2015/16 the reserve account, which contains adequate funds, will be utilised
to cover the operating deficit of $80,917.
