The Applicant is also advised the following in relation to the development:
1. The conditions of any easements in favour of Energex must be maintained at all
times.
2. Any future development proposed on the easement, including works associated
with the new road, pedestrian/cyclist connections and/or other services connections
must have prior approval from Energex.
Prior to works commencing, the Applicant/Developer is to submit RPEQ certified
drawings to Energex, having regard to any existing electrical assets in the vicinity of
the proposed works.
Note: where relevant, this may be satisfied by referring to Energex any future
development application/s for Operational Work, in accordance with the
requirements of the Planning Regulation 2017.
3. Lighting structures are not permitted in the easement without prior written consent
of Energex. Lighting designs for proposed developments (e.g. road, carparks etc)
on the easement are likely to require reduced height structures. Please submit
detailed design to Energex for approval. These drawings must clearly show the
following:
Proposed height of the lighting structures and the ground level at the structure
base;
Relative (to lighting structures) ground levels at Energex structures (towers,
pole etc) either side of the lighting structures; and
The location of the Energex structures in relation to the proposed lighting.
4. No planting is permitted in the Easement without prior approval from Energex. If
planting is proposed, the applicant is required to provide a Detailed Landscape
Plan to Energex for approval which:
Keeps the planting of trees to the outer most edge of the easement and not
directly under any overhead conductors;
Plots the location of the overhead conductors (accounting for a cross-arm if
applicable and plotting the powerline on the outmost edge of each side of the
cross-arm);

5. Access to the easement and access along the easement must be available to
Energex personnel, including vegetation crews and regular routine line inspection
crews, and heavy equipment, such as Heavy Trucks, Machinery and Cranes for
construction, maintenance and emergency services, at all times.
6. The following clearance must be maintained from the top of any machinery moving
in the vicinity of energised conductors at all times:
132kV and 110kV conductors – 4.5m minimum clearance.
All operators of machinery are to be made aware of the presence of high voltage
conductors. Should it be necessary to transport equipment or extend any
equipment, such that these clearances cannot be confidently maintained, a Safety
Advice request must be submitted to Energex via the following link:

Standard Guidelines OH-03/12
When considering Works, either on Energex easements or in the vicinity of Energex assets,
please be aware of the following general conditions:
Satisfactory clearance from your proposed structure to the existing (and/or future) electricity
wires must be maintained in accordance with the Electrical Safety Regulations 2013.
No civil works are to occur within 5 metres of any part of an Energex Structure (e.g.- tower
base, pole or stay) without Energex approval.
If the minimum 5m horizontal separation to the Energex structure cannot be achieved, the
Developer must consult Energex with regards to allowable construction methods. This may
include full depth shoring of the excavation sides for a minimum of 5 metres either side of
the structure.
Any excavations deeper than 5m must have a minimum horizontal separation from the
excavation to any tower, base or pole at least equal to the excavation depth. The
excavation is not to be left open overnight and backfill is to be compacted in 150mm layers
in the immediate vicinity of the structure.
10 metres clear access must be provided around all towers and pole structures after the
completion of any works on the easement.
Natural ground level on the easement should not be disturbed without Energex approval.
Final ground levels should slope gently to the edge of the easement, surrounding area or
kerb such that pooling of water on the easement is avoided and conductor ground
clearances are not decreased.
Stockpiling of spoil on the easement is prohibited.
Proposed underground services such as stormwater, sewerage, water and the like are to be
kept to the outer edge of the easement. Services crossing the easement should be as near
as practicable to right angles to the overhead conductor direction and not within 10 metres
of any tower, pole or stay. Pipelines and crossings are to be clearly marked. Please
submit the relevant design drawings to the Principal Mains Design Engineer for review.
The identification, assessment and mitigation of any possible hazards in the service due to
electromagnetically induced voltages, is the responsibility of the Developer.
Any cut in the vicinity of a structure or between a structure and the road kerb will need to be
stabilised by a retaining wall. The retaining wall design and location is to be submitted to
Energex for approval.
Any costs incurred by Energex as a result of the works on the easement are to be met by
the property Developer / owner.
Access to the easement and access along the easement must be available to Energex
personnel, including vegetation crews and regular routine line inspection crews, and heavy
equipment, such as Heavy Trucks, Machinery and Cranes for construction, maintenance
and emergency services, at all times.
Existing access tracks must be re-instated, repaired or maintained if they are damaged
during construction or other activities.

Energex will require the Developer / owner to supply and install gates where fencing
prohibits access to and along the easement area. To enable travel along the easement at
anytime the gates must be series locked with an Energex padlock. Both the padlock and a
design drawing of an acceptable gate will be provided by Energex.
Lighting structures are not permitted in the easement without prior written consent of
Energex. Lighting designs for proposed developments (e.g. road, carparks etc) on the
easement are likely to require reduced height structures. Please submit detailed design to
Energex for approval. These drawings must clearly show the following:
o Proposed height of the lighting structures and the ground level at the structure base;
o Relative (to lighting structures) ground levels at Energex structures (towers, pole etc)
either side of the lighting structures; and
o The location of the Energex structures in relation to the proposed lighting.
Pools and structures (including lighting structures) or metal fences are not permitted to be
installed on or near Energex easement without prior approval or notification.
Rubbish, materials and / or tall equipment such as cranes and excavators are not permitted
to be stored or used on the easement.
Excavations or mounding of material under or close to conductors or Energex structures is
not permitted.
Energex must be notified of construction on or near the easement, conductors or structures
prior to commencement of construction.
All construction work must be clear of the easement unless construction risk hazard is
identified. High voltage clearances must be maintained prior to construction commencing.
Warning signs may be required during and after construction.
No planting is permitted in the Easement without prior approval from Energex. If planting is
proposed, the applicant is required to provide a Detailed Landscape Plan to Energex for
approval which:
o Keeps the planting of trees to the outer most edge of the easement and not directly
under any overhead conductors;
o Plots the location of the overhead conductors (accounting for a cross-arm if applicable
and plotting the powerline on the outmost edge of each side of the cross-arm);
o Uses species included on Energex’s Safetrees list (https://www.energex.com.au/about-
us/our-commitment/to-the-environment/vegetation/safetree-program); and
o Ensures a horizontal clearance is achieved between the tree and the outer most
conductor equal to the mature height of the tree.
At all times the following clearance must be maintained from the top of any machinery
moving in the vicinity of energised conductors:
o 132kV and 110kV conductors – 4.5m minimum clearance;
o 33kV and 11kV conductors – 3m minimum clearance
Should it be necessary to transport equipment or extend any equipment, such that these
clearances cannot be confidently maintained, you are required to contact our office to
ascertain whether a Safety Officer is required on–site. All operators of machinery are to be
made aware of the presence of high voltage conductors.

All easement conditions must be maintained
All previous conditions must be adhered to and Energex may, at its discretion, audit the
finished development to check that it conforms to the conditions of the development.
Detailed civil design drawings showing any proposed cut and fill levels on the easement and
the location of the Energex assets in relation to the proposed development must be
approved by Energex before any works can commence on site.

SUMMARY
A subdivision is proposed of Lot 53 SP163571 at Hollett Road, Noosaville.
Lot 53 is encumbered by a 26.5 metre wide easement that accommodates an
ENERGEX double circuit concrete and steel tower line supporting two 132kV high
voltage circuits.
ENERGEX has requested that an assessment be undertaken of the magnetic field
levels impacting on the proposed lots that will be located adjacent to the transmission
corridor to confirm that the levels are within industry standards and guidelines.
Average and maximum magnetic field calculations have been completed with respect
to the installed infrastructure and determined to be significantly less than the adopted
reference value of 4mG at the edge of the easement nearest the subject lots.
The subdivision layout has incorporated the principles of prudent avoidance in
building location and design on lots adjacent to the subdivision. This provision will
further reduce the magnetic field levels experienced by persons occupying the
residential subdivision.
Any miscellaneous development of the easement area for park or other recreational
purposes should aim to keep persons as clear of the powerline structures and
conductor alignment as practicable.

1.2 Proposed subdivision
The development proposal involves the subdivision of lot 53 into 39 low density and 1 rural
pursuit lots in three stages (refer subdivision plan shown in Appendix 1).
In its response to the development proposal, ENERGEX has suggested that the
prospective magnetic field levels be investigated for properties immediately adjacent to the
line – particularly lots 25-30, 39.

1.3 Purpose of Study
The purpose of this study is to provide a comprehensive response to ENERGEX’s request
for an EMF investigation and report. In particular consider each of the following criteria:
1. Current and future levels of EMF at the common boundary of easement B on
RP177295 and the proposed lots.
2. Compliance with applicable standards
3. Incorporating the principles of prudent avoidance into the development
The study will consider the proposed subdivision layout with regard to the existing and
possible future scenarios for the transmission assets located within the easement corridor.
1.4 Methodology for assessing magnetic fields
The initial step is to calculate the electric and magnetic field levels at the respective
easement boundaries associated with an average value of load current through the
transmission circuits. These values will be compared with a low-level target for magnetic
field identified in the industry as broadly acceptable.
Should calculated average values require mitigation, additional measures within the scope
of prudent avoidance will be considered. As modification of the ENERGEX 132KV
transmission line would be prohibitively expensive, the measures will focus on changes
within the lot layout / building position within the subdivision development itself.
1.4.1 Relevance of magnetic versus electric fields
The main focus of this report is in the calculation and minimising of magnetic fields
associated with the ENERGEX high voltage lines. The majority of concerns regarding
power frequency fields and possible negative impacts on human health have been directed
toward magnetic fields.
Electric fields are of a lesser concern, and are at very low levels for circuits energised at
distribution voltages. Therefore electric field strengths will be listed in the report for
completeness only.

2.0 THE TRANSMISSION LINES
2.1 Transmission line alignment and route
2.1.1 Network connections
The ENERGEX easement crossing the Noosaville property contains a double circuit
concrete and lattice steel tower lines supporting conductors energised at 132kV.The
associated circuits form part of the ENERGEX North Coast sub transmission network.
As shown in Figure 2 below, the two circuits provide a 132kV connection from SSSRH
Sunrise Hills substation to SSNVL Noosaville substation. When the lines were constructed
(around 1983) they ran from Cooroy to Noosaville directly (as F796 and F797) – being later
cut into SSSRH.
There is no 132kV distribution bus at SSNVL – each feeder terminates directly onto the
primary side of a 132kV/11kV transformer. The 11kV SSNVL bus is also normally open,
meaning that the two 132kV feeders do not operate in strict parallel (the loads can be
different).
Figure 2 Part of North coast 132kV sub-transmission network
2.1.2 Line / structure description F7298/790
Intermediate line structures are of concrete monopole construction incorporating composite
offset post insulation. An additional standoff bracket has been added between the pole and
insulator base to provide a climbing corridor on the structure.
Lattice steel towers appear to have been used on strain structures.
The line is a dual circuit six conductor configuration (single 37/3.00 AAC “SATURN”
conductor per phase) with single overhead 18.2mm “Cossonay” (OHEW) earth wire. The
lines have previously been phased for the minimum field arrangement (diagonal phasing).
From ENERGEX records the design temperature of the 132kV lines was 80°C.

2.2 Particulars in relation to Hollett Road property
An easement in the order of 26.5 metres wide has been established over lot 53, with the
transmission line located just offset from the centre of the easement (approximately 0.55m
closer to the southern boundary - refer Appendix 2).
As shown in Figure 1, there are a number of spans of 132kV mains on lot 53, but only two
that impact on the subject area within the development :
Pole 303669 to Pole 303670 and
Pole 303670 to Pole 303671
Relevant data for the three poles involved is summarised in Table 1 below.

3.0 BACKGROUND ON MAGNETIC FIELDS
3.1 ARPANSA and ENA
ARPANSA stands for the Australian Radiation Protection and Safety Agency. ARPANSA is
a federal body that monitors and identifies solar radiation and nuclear radiation risks across
a wide frequency spectrum to the population of Australia.
The Energy Networks Association (ENA) is the peak national body representing gas and
electricity distribution businesses throughout Australia. ENA has specific interest in electric
and magnetic fields at power frequency (50Hz).
In January, 2016 the ENA published the “EMF Management Handbook” which is
considered to be the most up to date reference on the topic for Australian power networks.
3.2 Australian Guidelines
The ENA handbook lists two sets of internationally recognised guidelines on EMF :
a) International Commission on non-ionising radiation protection ( ICNIRP )
“Guidelines for limiting exposure to time-varying electric and magnetic fields ( 1Hz-
100kHz )” : 2010.
b) IEEE International committee on Electromagnetic safety on non-ionising radiation
“IEEE standard for safety levels with respect to human exposure to electromagnetic
fields” :2002.
As ARPANSA directly references ICNIRP 2010 as a guideline for exposure, the ICNIRP
document will be used as the primary source for EMF levels in this report. It is noted that
the IEEE guidelines provide an alternate set of limits which could be applied to specialist
exposure environments.
The reference levels for EMF exposure as listed in the ICNIRP guidelines ( Table 5-2 and
Table 5-3 ENA Handbook ) are shown in Table 3 below.

3.3 Prudent Avoidance
ENA recommends to members that they design, operate and maintain their networks
prudently with regard to EMF exposure. Prudent avoidance has been defined in an
Australian context by the former Chief Justice of the High Court of Australia, Sir Harry
Gibbs as doing what can be done without undue inconvenience and at modest expense to
avert the possible risk to health from exposure to new high voltage transmission facilities. In
practical terms, this means designing new Transmission and Distribution facilities having
regard to their capacity to produce EMF’s, and siting them having regard to the proximity of
houses, schools, and the like.
The ENA EMF handbook lists key guiding principles for applying prudent avoidance in
relation to EMF, including the following :
Measures to reduce exposure should be used if they can be implemented at ‘no
cost’ or ‘very low cost’ and provided they do not unduly compromise other issues.
There is no reliable scientific basis for the adoption of arbitrary low exposure limits
or setbacks or for a specific exposure level at which precaution should apply.
Prudent avoidance / precaution does not operate in isolation but rather is one of
many issues that need to be given due consideration in the design and operation of
the electricity supply system.
3.4 Electronic Devices
Cathode ray tube (CRT) based computer monitors are susceptible to interference from low
frequency magnetic fields. Immunity levels for CRT’s and other electronic devices are listed
in AS/NZS 4251.1 “Electromagnetic compatibility – generic immunity standard”, and are
summarized in Table 4 below.

5.0 METHODS FOR REDUCING MAGNETIC FIELD LEVELS
5.1 Background
Magnetic field strength of a powerline is a function of a number of variables, including the
current through the transmission circuits, the distance from the line, and the physical and
electrical geometry of the conductors. As the current through the transmission lines
changes with time, the associated magnetic field is a continuously changing parameter.
The Electric Field strength is a function of the physical attributes of a line and the voltage to
which the line has been energised. As such, the Electric field strength at a particular point
will remain at the same order of magnitude over time.
5.2 Increasing distance from source
As the magnetic field strength decreases as distance from the source increases, the
separation from the distribution line to the habited areas should be maximised as far as
practicable.
It is noted that the net separation is a function of both the lateral and vertical ( ie due to
conductor height ) offsets.
5.3 Conductor geometry and phase configuration
Different arrangements of phase conductors can produce different magnetic field strengths
for the same line current. Equilateral triangular arrangements tend to be the most
favourable, producing more field cancellation than the common flat arrangements.
With multi-circuit lines the careful placement of conductors with respect to phase can
significantly reduce the net magnetic field. The example often used is the double circuit
vertical construction diagonally phased (A-B-C on one side, C-B-A on the other).
5.4 Conductor compactness
The compactness of a line can reduce the resultant magnetic fields by enhancing the field
cancellation effect between the phases.
5.5 Load current reduction and balancing
Load current can be reduced by supplying the load fed through the subject circuit by using
an alternate route or increasing the supply voltage. These options are rarely available.
5.6 Undergrounding
Undergrounding can be effective at reducing magnetic fields due to the very compact
positioning of the respective phase conductors. However, because undergrounding is far
more expensive than overhead construction, it does not often fall into the category of
prudent avoidance.

6.0 DISCUSSION
6.1 Summary of magnetic field calculations
The key results of sections 4.3 of this report with respect to magnetic field are summarised
in Table 9 below.
Table 9 Magnetic field levels for proposed 132kV constructions
CALCULATED MAGNETIC FIELD STRENGTHS (mG)
Scenario
Easement Easement
maximum
(North) (South)
1 0.54 0.71 1.83
2 0.71 0.83 2.26
Scenario1 represents the system normal configuration with inbuilt escalation in the average
132kV line currents to account to load growth. It therefore represents a ‘future’ average
magnetic field level. Scenario 2 represents a ‘worst case’ field with both feeders in service.
6.2 Assessment of magnetic field levels
It can be seen with reference to Table 9 and Table 3 that the calculated magnetic field
levels are several orders of magnitude less-than the maximum permissible exposure levels.
It is further noted that the calculated worst case magnetic field at the edge of the easement
is less than 25% of the widely adopted industry reference value of 4mG adjacent the
proposed lots. In addition the maximum magnetic field across the easement itself (under
the powerline) is significantly less than this reference value.
6.3 Application of prudent avoidance principles
Routine consideration must be given to measures that may reduce the magnetic field levels
at the site within the scope of prudent avoidance. Even very minor cost impacts may be
difficult to justify at this particular site given the very low prospective magnetic field levels.
6.3.1 ENERGEX transmission infrastructure.
The conductor phase orientation on the two double circuit tower lines is already configured
for minimum magnetic field level.
The only other way that magnetic field levels associated with the transmission circuits could
be reduced is by altering the physical construction of the support structures – by using
more compact or taller structures, or undergrounding.
Any of these changes would have either functional or significant cost impact and therefore
not be within the scope of prudent avoidance.
Hollett Road EMF Study V1.0
Page 27
J&P Richardson Industries Pty Ltd -15-
6.3.2 Subdivision lot layout
The main way that prudent avoidance is applied in subdivisions is to increase the distance
from the source.
Practical ways in which prudent avoidance can be incorporated into the plan development
include the following :
a. Not positioning buildings close to the property boundary abutting the
easement
b. Locating bedrooms and main living areas at the opposite end of the
residence where practicable.
c. Orienting lots so that the short end of the building is parallel with the axis of
the transmission lines.
The subdivision design has considered and applied prudent avoidance principles in the
latest subdivision layout plan (refer Appendix 1). It can be seen that a buffer zone between
the building envelope and the edge of the power line easement has been included. The
buffer zone will reduce the magnetic field levels within the dwelling and therefore lower the
resident’s long term exposure.
6.4 General Electrical safety considerations
The two main areas of hazard are as follows :
1. Direct contact with the energised conductors
Sub-transmission lines such as 132kV F790 and F7298 do not employ systems to
restrict earth fault currents and can be associated with very high fault currents.
Combined with the energised voltage level these circuits become very unforgiving of
inadvertent contact - likely to lead to serious injury or death.
2. Contact with a concrete structure during an earth fault.
When an earth fault occurs on the transmission line, current takes all paths to earth
back to the source, including through the structure foundation. This current flow causes
a rise in potential (voltage) on the pole. This potential can be a touch hazard to persons.
In order to minimise these hazards, it is recommended that any development within the
easement area :
Have prior approval of ENERGEX
Minimise the opportunity for persons contacting the concrete line structures (for
example keep walking paths a minimum of 5m from pole bases).
Minimise the opportunity for persons frequenting the area directly under the
conductors themselves.(for example play equipment kept as far as practicable from
the line itself).
