4. Provide additional detail that demonstrates how the proposed use will be
accessed, ie; whether that be via Sister Tree Creek Road or Gradys Lane.
Please note that on a preliminary assessment it is unlikely that Council will
support vehicle access to the proposed development. The detail must be
prepared by a suitably qualified person (RPEQ – Registered Professional
Engineer of Queensland) and include, but not be limited to:
a. a driveway design that is generally in accordance with Council’s
standard drawing RS-056; and
b. an analysis to demonstrate how the access is in accordance with the
relevant standards and the access can function safely
c. an assessment of the existing intersection of Sister Tree Creek Road
and Grady’s Lane with comment in regard to any necessary
improvements to cater for the additional traffic movements
A new compliant rural driveway is to be constructed along Sister Tree Creek (where the
existing access is located) and is to be used for the short-term accommodation use. The
existing Gradys Lane entrance is to be restricted in its use for the existing rural grazing
use only. Recor Engineering has provided a sight distance assessment to demonstrate
compliance with AS2870.1 for the 80km/hr road frontage.
The driveway can be constructed in accordance with the standard drawing and a condition
is recommended in this regard, without requiring a further Operational Works application.
5. Provide stormwater and effluent management plans for the proposed
development. The management plans must be prepared by a suitably
qualified person (RPEQ – Registered Professional Engineer of Queensland)
and include, but not be limited to:
a. an on-site effluent system capable of servicing the proposed
development;
b. an on-site stormwater management system that is capable of
servicing the proposed development, and
c. stormwater and effluent management plans that are consistent with
a site specific geotechnical report
Uneartherd Geotechnical has undertaken a detailed geotechnical site report and
wastewater design report. The results demonstrate the soils are sandy clay typical of the
Kin Kin locality and the water table in this location is low. Recommendations of the
reporting include the installation of two Advanced Environmental Systems (AES) catering
for the 4 cabins.
The effluent disposal locations are included on the revised plans and also show the
indicative locations for stormwater absorption trenches complying with AS/NZ 3500.3.2
Parts 6.4 and 6.5. The trenches are to be located onsite at time of construction in
accordance with the wastewater design report.
6. Provide an emergency flood plan that demonstrates how occupants will act
in the event of a flood event, cutting access to the township of Kin Kin and
surrounding towns. The emergency flood plan is to be prepared by a
suitably qualified person.
Please find attached a site specific flood management plan seeking for the
owners/caretakers to manage the site to ensure residents ‘shelter onsite’ during extreme
weather events.
