RE: MEDICAL CENTRE – HOFMANN DRIVE, NOOSAVILLE
TRAFFIC ENGINEERING RESPONSE TO NOOSA COUNCIL
OUTSTANDING MATTERS NOTICE MCU19/0071 & RAL 19/0004
Lambert & Rehbein (SEQ) Pty Ltd has been commissioned by Ribarja Pty Ltd. to
undertake a Traffic Assessment of the proposed development of a Medical Centre
located on Hofmann Drive, Noosaville. The development site is formally described as
Lots 6/SP264847 & 7/SP264847.
Subsequent to the response to Noosa Council’s (NC) Information Request (28 February
2019), lodgement of the development application, NC has issued an Outstanding
Matters Notice (OMN) dated 2 July 2019. This letter responds to the relevant OMN
items insofar as they relate to traffic engineering.
Lambert & Rehbein response:
Item 1 & 2:
The existing easement has been widened from the existing left out exit only egress to
accommodate for left turn ingress for private vehicles and ambulance fleet. As
previously stated all service vehicles (MRV and HRV) will be instructed to enter via Rene
Street and exit via Rene Street or Hofmann Drive as previously allowed by the existing
access arrangements. Appropriate traffic control signs will be erected to notify that heavy
vehicles cannot use this access, with the exception of ambulances.
It is our view that this is a reasonable solution. Noting that the crossover is currently an
egress only and as such no existing tenant gaining access to the easement has any
expectation that trucks will gain access to the easement via Hofmann Drive.
It should be noted that other than this applications lots all other allotments attached to
this easement have been developed and the businesses are now fully operational,
except for Lot 4 which is intended to be an extension of the current business which
operates on Lot 5. All these businesses currently use the Rene Street access points for
entry to their premises. Exiting can currently be by either Rene Street or Hofmann Drive.
Therefore it can be concluded it is highly unlikely that MRV and HRV vehicles would
want to gain access to these businesses using the Hofmann Drive access point. Using
the Hofmann drive access would incur extra time, extra travel and be more difficult than
that what is already in use and is designed for MRV & HRV vehicle usage.
