Project Description
To help the Noosa Shire mitigate and prepare for the impacts of coastal hazards caused by sea level rise, Noosa Council
has prepared a Coastal Hazards Adaptation Plan (CHAP). The CHAP will provide an action-oriented program that sets clear
pnonties for Council, as well as the community, and to prepare for increasing coastal hazard nsks and to build long-term
resilience.
Council completed six week consultation period from January 25 to March 8, 2021, for the first draft version of the CHAP.
Subsequent feedback from the State Government, the LGAQ, and the Noosa community, has resulted in changes being
made to the document.
This project plan provides a description of the community consultation period being undertaken regarding the second draft
CHAP.
Project background
Noosa Council is responding to potential climate change-induced risks by undertaking a multi-year project to develop a
climate change program in order to build adaptive capacity within Council and across the community. The coastal hazards
component of the program will be guided by a Coastal Hazards Adaptation Plan. The CHAP is funded by a grant agreement
with the Local Government Association of Queensland (LGAQ), under the Queensland Department of Environment and
Science’s (DES) QCoastzioo initiative. Council was successful in its grant application in late 2016, with work on the CHAP
commencing in February 2017.
The QCoastzoo initiative has been designed to assist Queensland coastal local governments with funding and technical
guidance to support the preparation of plans that identify and respond to likely changes in coastal hazard risks caused by
rising sea levels.
The CHAP is intended to guide decision-making across key areas of Council, including:
® Corporate and operational planning and financial planning;
e =Land use planning and development assessment;
e = Infrastructure planning, design and management including roads, stormwater and foreshores;
® Management of non-infrastructure assets including conservation and recreational areas;
© Community resilience planning; and
e Emergency management.
The plan is based on a detailed assessment of coastal hazards for present day and 2040, 2070 and 2100 including hazard
modelling, risk assessments and socio-economic analysis of preferred options. It provides a set of recommended actions for
implementation over the next 1-5 years, and presents a potential pathway for responding to these changing risks over the
long term.
Council has completed seven out of the eight prescribed CHAP phases. Completion of community consultation on the draft
CHAP, and delivery of the final CHAP to LGAQ comprise the eighth phase.
