EXECUTIVE SUMMARY
Following Council’s resolution at its February 2021 Ordinary Meeting, tenders were invited from
businesses wishing to apply for Commercial High Use Permits on community land for a range of
prescribed commercial activities focused around Noosa Main Beach. Respondents were invited to
submit tenders via VendorPanel, with submissions closing on 6 April 2021. Council engaged Preston
Law as the independent probity advisor to support and monitor the tender process.
Of the ten permits tendered, the assessment panel recommends eight permits be offered to existing
permit holders and one permit be offered to a new permittee. No submissions were received for one
permit and it is recommended that activity be discontinued.
It is further recommended a future report be considered to update Council’s Commercial Use of
Community Land Policy to reflect the outcomes of the tender process.
