Risks & Opportunities
The Permits are considered a high profile component of Council’s land management activity as:
   There is a high level of competition between submitters; and
   The activity locations are highly desirable community land that are well patronised by tourists
    and locals
This report and the tender process undertaken seek to address the risks associated with the
transparency and rigour of the permit process, in line with Council’s regulatory requirements and to
avoid complaints from aggrieved competitors. The report further recommends future amendments
to Council’s associated policy be considered to reflect the outcomes of the tender process and
provide greater transparency for the community.
