GENERAL COMMITTEE MEETING REPORT 7 JULY 2026

2. BACKGROUND
On 16 September 2021, Council at it’s Ordinary Meeting resolved to agree to a request to
assess an application for Commercial Business Type 1 Office and Commercial Business Type
2 Medical on future lot 22, being the subject site, under the Superseded Planning Scheme
(Noosa Plan 2006).
The subject site now benefits from an approval granted on 18 August 2022 for a Material
Change of Use - Commercial Business Type 1 Office & Type 2 Medical which was assessed
under the 2006 Noosa Plan. This permit approved a two-storey building and two-storey
basement, with a total gross floor area of 2,170m2. The floor area was approved to be used
interchangeably between Commercial Business Type 1 - Office and Commercial Business
Type 2 – Medical.
Two (2) subsequent minor change applications were lodged over the site.
     • Minor change application MCU22/0038.01 was approved 20 April 2023, primarily
relating to the “relocation” of 93m² of approved use area from the ground floor to
basement ‘level 02’ for the purpose of a built radiation treatment facility. The changes
involved the reduction of carparking from 104 to 96 spaces which was offset by a
reduction in the GFA as the relocated use area was within the basement. The reduction
in carparking was supported based on conditions being imposed to ensure the
oncology use was linked to the radiation bunker.
     • Minor change application MCU22/0038.02 was approved 19 February 2025 which
allowed the removal of two parking spaces in ‘Basement 1’ to relocate fire pumps from
the southern property boundary of the site parallel to Eenie Creek Road to the
southeastern property boundary towards the rear of the development site. The
approval additionally included changes to the location of the bicycle spaces and
          footpath alignment.
3. SITE DETAILS
3.1. Site Description
The site is legally described as Lot 22 SP322201, 26 Eenie Creek Road, Noosaville. The lot
is irregularly shaped and includes a 10-metre vegetation covenant along the northern
boundary. The site is one of the main gateways into the Business Centre.
3.2. Surrounding Land Uses
The existing development is situated within the established Noosa Civic Shopping Centre,
adjoining Hoffman Drive and Eenie Creek Road.
To the southeast of the site are showroom tenancies and associated uses, while directly to
the south lies the retail centre within the Noosa Business Centre – Retail Precinct. This
precinct comprises a diverse mix of shops, health care services, food and drink outlets, service
industries, offices, and indoor sport and recreation uses.
The broader area north of the site includes a range of low impact industrial uses, Good
Shepherd Lutheran College, and the Noosa Domain Retirement Village. To the west, land is
occupied by low and medium impact industrial activities. Significant areas of open space and
conservation land containing remnant vegetation are located to the greater south and east
and are preserved as National Park or Environmental Reserve.
