 The Eumundi Noosa Road / Eenie Creek Road / Eumundi Road / Commercial Access roundabout:
               o Tuesday 18 October 2017: 8:00AM to 9:00AM; and

               o Tuesday 18 October 2017: 3:00PM to 4:00PM.

While the AM peak periods of the two intersections surveyed were identical, the PM peak periods were not.
Therefore, individual peak traffic volumes have been conservatively adopted in this traffic impact assessment.

MRCagney Figures C1 and C2 within Appendix C illustrates the 2017 observed traffic volumes in the vicinity of
the subject site during the weekday AM and PM peak hour periods respectively.

4.2 Base Traffic Volumes
The opening year of the proposed development is anticipated to be 2019, therefore traffic capacity and
operation analysis was conducted for 2019, the critical design year in line with the Department of Transport and
Main Roads (DTMR) Guide to Traffic Impact Assessment (2017) (REF. 1).

An annual traffic growth rate of 3.0% has been adopted to estimate the future background traffic volumes
without the proposed development during the peak hour periods. Annual Average Daily Traffic (AADT) Data
from 2010 to 2016 was sourced for Eumundi Noosa Road just west of the site. The growth in annual traffic
ranged from 0.7% to 5.9%, with an average of 3.3% annual growth.

The 2019 base traffic volumes (MRCagney Figures C3 and C4) were calculated as follows:

 2019 base traffic volumes = 2017 observed traffic volumes x (1 + 3.0%)2.

4.3 Proposed Development Traffic Generation
Trip Generation

Based on data published by RTA, the volume of additional traffic expected to be generated by the proposed
service station during the road peak hour periods was calculated and is summarised in Table 4-1 below.

service station use for the weekday PM peak period only, with TMR guidelines also not specifying an AM peak
