SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 MAY 2020
Periodic rotation of Committee membership is encouraged in order to raise awareness of the
Committee’s function and ensure Councillors, especially new Councillors that commence post-
election, can participate and introduce new perspectives to deliberations. It is proposed that the
current Councillor membership, as set out in the Charter, is updated to remove the Mayor as a
mandated member and specify that two Councillors are to be members (one of whom can of
course be the Mayor). This will provide the Council with more flexibility in the future in regards to
membership of this Committee.
This proposed amendment has been made to Attachment 1.
3. Recruitment
In February 2020, the Audit and Risk Committee identified the need to commence recruitment for
a new Chair because the current Chair (Scott Williams) will complete his term on the Committee
by 30 August 2020.1
Due to the rapidly evolving situation with coronavirus (COVID-19), changing working environments
and the requirement for people to socially distance, it is proposed that any recruitment activities for
a new Chair are delayed until Council returns to normal operating functions. Accordingly, it is
proposed that the current Chair’s term is extended to 31 December 2020. A recruitment process
for the replacement of this external member will then occur during the second half of this year and
a recommendation made to Council regarding that appointment.
4. Committee membership fees
The external Committee members currently receive a payment of $300 per meeting to cover any
associated travel and other related expenses. Other than the expense reimbursement, the
positions are unpaid and confirm the external members’ commitment to serving the Noosa
community.
In alignment with commercial standards, Council proposes to increase the sitting fees to:
Chair - $800 per meeting
Other external member - $600 per meeting.
