REPORT
The purpose of this report is to seek adoption of several changes to Council’s Audit and Risk
Committee including the structure of Committee membership, recruitment and sitting fees.
1. Background
The Audit and Risk Committee (the Committee) performs a crucial advisory function to Council for
the effective discharge of the responsibilities prescribed in the Queensland Local Government Act
2009, the Local Government Regulation 2012 and other relevant legislation and prescribed
requirements. In particular, Council conducts Audit and Risk Committee meetings to promote good
corporate governance through the provision of independent comment, advice and counsel on audit
and risk management issues covering a wide range of Council operations and projects.
Furthermore, the Committee provides reasonable independent assurance to Council that its core
business goals and objectives are being achieved in an efficient and economical manner, within
an appropriate framework of internal control and risk management. The discharge of this
responsibility principally involves the consideration of audit-related findings and risks highlighted
and reported in respect of performance management.
2. Committee membership
In accordance with section 210 of the Local Government Regulations 2012 (QLD), the Committee
currently comprises the Mayor, one Councillor and two expert independent external members who
hold a minimum of four formal committee meetings each year. The Committee has a Charter and
conducts an annual assessment of its performance.
