Despite this inconsistency, the proposed development is considered a suitable use for the subject site
given the character of the locality. The proposal aligns with the intent of the physical setting,
infrastructure provision and communities need. The proposal provides a residential land use that
meets the housing needs of the community through catering for an ageing population.

Significant residential development and infrastructure provision has occurred in the surrounding area
where several freehold and community title subdivisions ranging from 600m²-800m² have been
developed to the east at Prospect Place, Kensington Drive and Brialka Court. These developments
estimably demonstrate that the locality around the subject site is predominantly residential. The
development will form part of the existing resort therefore providing sufficient merit despite the
conflict with the zone.

Landscaping Code

The proposed development is not currently supported by a Statement of Landscape Intent. A
landscape architect has been engaged, where a Statement of Landscape Intent will be provided at a
later date.

        7.1.4 Relevant Overlay Maps

The subject site is identified in the following Noosa Plan 2016 Overlay Maps:

         a) Natural Hazards Overlay Code (Part 13 – Division 9)
         b) Natural Resources Overlay Code (Part 13 – Division 10)
         c) Koala Habitat Areas (Schedule 7)

Natural Hazards Overlay – Flood and Bushfire Hazard

The subject site is identified in the Noosa Plan Natural Hazards Overlay Mapping as potentially
containing land subject to flood and bushfire risk. Mapped flood and bushfire threats appear to
encroach upon the subject site from the western boundary adjoining the existing approved
Manufactured Home Estate demonstrated in the below Figure (8). It is considered that the intensity
of identified threats is significantly reduced given the adjoining property has recently being cleared
and earthworks conducted.
