NOOSAVILLE FORESHORE INFRASTRUCTURE MASTERPLAN · Report
SERVICES & ORGANISATION COMMITTEE MEETING 10 JUNE 2025
Typical Budget Ranges (2025 Estimates): Basic Landscape Master Plan (small parks, minimal
infrastructure): $10,000 – $30,000 AUD per hectare
Moderate Complexity (includes play equipment, paths, planting, lighting): $30,000 – $80,000 AUD
per hectare
High-End or Signature Parks (custom design, public art, water features, sustainability
features):$80,000 – $200,000+ AUD per hectare
Factors That Influence Cost include
• Site conditions (e.g. topography, soil, existing vegetation)
• Community engagement requirements
• Inclusion of sustainability features (e.g. water-sensitive urban design)
• Extent of infrastructure (e.g. lighting, irrigation, play areas)
• Consultant fees (landscape architects, ecologists, engineers)
The area of the Noosaville Foreshore is 8.72Ha, and is considered to be a signature park with
complex requirements including interface with commercial and recreational features, inundation and
erosion impacts and desire for sustainability features. At a conservative applied rate of $80,000 per
Ha this indicates a budget of $700,000 is appropriate under this benchmark.
Some other worthwhile industry examples of landscape master plans in the region that are currently
being used to guide future direction for the open space and a co-investment platform for desired
works include the following:
