RE: Response to Information Request (MCU19/0124) Material Change of Use – Industrial
Business – Type 1 Warehouse – situated at 15 Jarrah St, Cooroy (10/RP883226)

Council issued a further information request on 15 November 2019. The applicant provides the
following additional information in response to the five (5) items:

      1. Provide proposal plans that accurately detail the use area of the existing building
calculated in accordance with The Noosa Plan.

In accordance with the definition of use area (excluding
the stairs and lift areas to each floor) the proposal plans
represent an additional 1,030m2 of warehouse floor
area. The design includes 4 carparking spaces, which
meets the driveways and carparking code requirement
of 1 per 500m2.

      2. Provide a minimum of 2 section plans of the proposed development.
      3. Provide details and justification for the proposed 3 storey development.

The additional section plans are included, which show three storeys of storage areas within the
new building. The external appearance of the building includes a zincalum awning at 5m height
with metal louvre ventilation and express joint/monoclad wall cladding, as shown below.

Figure. 1 Proposed Elevation Plans

Because of the awning along the Jarrah Street façade, the building appears to be two storeys in
height from the road frontage. It is noted that a large three level pallette racking flooring system

could be provided within the industrial 10m high building and not change the appearance from the
street. Only two fixed metal louvre ventilation preferations at the rear of the building, the building
appears similar to other large industrial 10m high buildings within the Cooroy Industrial area (see
example at 4 Johnson Ct below).

The design meets the relevant Specific Outcomes a and c-f of the Cooroy and Lake Macdonald
Code, presenting a building height consistent with structures on surrounding premises which do
not visually dominate the industrial streetscape. The design also meets the corresponding Overall
Outcomes which seeks to accommodate uses and works that are designed and managed to
contribute positively to the character of the locality without adverse impacts on the environment.

    4. Provide amended proposal plans that demonstrate compliance with the
Landscaping Code. In this regard, landscaped areas:
          a. Must be provided for a minimum of 15% of the site area; and
          b. Must be provided between the front boundary and the proposed shared area
              and PWD space.

Although not providing for the full 15% landscaping requirement as sought by Probable Solution
S1.1 of the Landscaping Code, the design increases the existing landscaping on the site from 90m2
to 150m2.The relevant Specific Outcomes seeks for new development to retain existing vegetation
and enhance buffer areas around property boundaries; suit the relative size and nature of the
development and its setting and conceal service areas.

The proposed additional landscaping is located in areas around the permitter of the building and
increase the size of the existing buffer areas in the corners of the site. This is also an opportunity
to provide for more meaningful plantings within the existing landscaped areas. Considering the
existing minimal landscaping and hardstand areas, the proposal reduces the amount of hardstand
areas and allows for landscaping in front of carparking and service areas in accordance with the
relevant Specific Outcomes.

There is an existing security fencing is inward opening and hardstand areas are provided along the
northeastern boundary. The proposal seeks to increase the landscaping along the frontage, while
also providing for a more appropriate sliding security gate along the Jarrah St frontage. There is
300mm of area between the PWD parking unloading area and the new sliding gate, which does not
allow for meaningful landscaping. The applicant is willing to accept conditions for more meaningful
landscaping in front of the new sliding gate, so as to enhance buffer areas around property
boundaries which are more suitable to the size and nature of the development and its industrial
setting.

    5. Provide amended proposal plans that demonstrate compliance with the Waste
Management Code. In this regard, waste storage areas:
          a. Must be screened so that bins are not visible from neighbouring properties
or passing vehicular and pedestrian traffic; and
          b. Must be clear of carparking, loading bays and similar areas.

The owner/applicant of the existing facility indicates that waste associated with the existing 1,000m2
storage facility is limited to one wheelie bin of rubbish per week. As the development seeks to
double the use area of the warehouse use, an additional wheelie bin is provided for within a
screened bin area setback 6m from the front boundary of the site. The screening will be 1.5m high
and finished in colours and materials to match in with the building. The location of the bins are at
the exit of the site and allows for easy storage and delivery to Jarrah Street for weekly collection.

Pursuant to the Development Assessment Rules, the applicant has given the assessment manager
the information requested. In accordance with the DARules, please commence the decision period
at your earliest convenience.
