Dear Sir or Madam,
RE: OPEC RESPONSE TO DEVEGETATION QUERY
UXO Information Response
“UXO
The site is located in an area with substantial potential for UXO. The development will increase the
amount of people living in a UXO area. UXO assessment and UXO rehabilitation can lead to clearing
protected vegetation.
Information Required
1. Provide further information regarding the UXO clearances required and the amount of
vegetation clearing necessary to render the site safe.”
This response should be read in conjunction with the report prepared by OPEC Systems which supported the
application.
In order to render the site safe, OPEC Systems will develop an investigation and remediation plan to reduce
the risk of UXO to ‘As Low As Reasonably Practical’ (ALARP) certification. OPEC Systems will need to
undertake a preliminary UXO survey in order to identify if UXO is present on the site. This process would be
required to achieve ALARP certification for any new development on the site, such as an outbuilding or new
dwelling/s.
The level of survey required to be undertaken on a site is dependent on the intensity and type of use to be
put to the UXO area. For example, on environmental sites where no development is to occur (for example, a
national park) a visual surface survey is adequate to achieve an ALARP certification. However, where
development is to occur, more detailed and sub-surface survey would be required, for example, Digital
Electromagnetic UXO survey (Ultra TEM2) or Analog Magnetometer (Foerster 4.032) survey in order to
achieve ALARP certification.
In relation to the subject site, there will be two UXO survey methods which apply to different parts of the
site, namely a visual UXO surface survey and a Digital/Analog survey.
A visual surface survey will be undertaken in areas of the site in which development will not occur, namely
those areas identified as “Environmental Covenant (Habitat Protection) Area” identified on the subdivision
layout plan (Appendix 1) and the Vegetation Management Plan – Occupation Phase (refer to John Delaney
response).
A visual surface survey is undertaken by walking over the site and visually inspecting the area. There may be
some minor vegetation clearance in parts of the site where undergrowth is to dense to enable visual
inspection. This is typically done by hand clearance, brushcutter or similar. It is unlikely that any significant
trees would need to be removed for the purpose of visual inspection. We note that we have used this

method of clearing and survey in environmentally sensitive areas across Australia, including the Noosa National Park. A Digital/Analog survey will be undertaken over developable areas of the site, namely those areas identified as “Building Envelope,” “Asset Protection Zone – Driveway,” and “Covenant (Bushfire Risk and Stormwater Management) Area” identified on the Subdivision Layout Plan (Attachment 1) and the Vegetation Management Plan – Occupation Phase (refer to John Delaney response). To enable an Digital/Analog survey all vegetation will need to be reduced to a height of approximately 50mm above ground. Figure 1 identifies the extent of clearing on the site in accordance with the above discussion. Areas marked in green will involve minor clearing by hand/brushcutter for the purpose of a visual surface survey. Areas marked in red will involve de-vegetation for the purpose of Digital/Analog survey. Figure 1 is indicative and is intended to reflect the Covenant Area’s identified in the Subdivision Layout Plan (Attachment 1), Vegetation Management Plan – Occupation Phase (refer to John Delaney response) and Vegetation Management Plan – Construction Phase (refer to John Delaney response). If there is any significant vegetation on the site which is sensitive to clearing as identified by a Vegetation Management Plan, Clearing Permit or in consultation with the applicants ecologist (John Delaney – Cardno) or otherwise, then that vegetation can be marked and excluded from clearing for the purpose of the survey. It is noted that there may be requirement for a services trench to be excavated within the Environmental Covenant (Habitat Protection) Area during the construction phase of the sub-division. This is indicatively shown in the Vegetation Management Plan – Construction Phase by the green hatch (refer to John Delaney response). If that is the case, then de-vegetation to enable Digital/Analog survey will be required in the area of that trench. In accordance with the Vegetation Management Plan – Construction Phase the cleared area would then be rehabilitated after construction of the services. Figure 1 – Indicative De-vegetation Plan
