Subject: Proposed Service Centre at 52-54 Mary St, Noosaville – OPW20/0108 (MCU19/0089)

Date/ time: Thursday 20 August 2020, 3pm

Attendees: Cherie O’Sullivan (Noosa Shire Council), Shane Suffolk (Acor), Brad Dalrymple (Ocean Protect)

Location: phone chat with Cherie O’Sullivan (Noosa Shire Council)

Notes:

1.	Noted that site is less than 2500m2 (~2482m2), and does not trigger SPP

a.	Cherie confirmed that proposed development does not need to achieve 80/60/45/90 removal targets for TSS/TP/TN/GPs
b.	Cherie advised that proposed development still must ‘protect and enhance’ downstream water quality

                                                         i. Specifically, development should result in a decrease in downstream pollutant loads relative to the existing site (petrol station) – but Cherie also advised that she wants to see nutrient removal for any potential strategy

2.	Cherie queried why bio basins proposed for the site need to be so deep.

a.	Shane explained that site requires ‘pit and pipe’ drainage (i.e. not sheet flow for entire site) and this subsequently means deep invert for any pipe discharging to a potential bio basin

3.	All agreed that no-one (Council, developer, community) want deep bio basins like those proposed – due to reduced amenity, public safety etc
4.	Brad explained preferred/ better option would be a ‘treatment train’ approach using gully baskets (e.g. OceanGuard <https://oceanprotect.com.au/oceanguard/> ) on site gully pits, flowing to an underground cartridge systems (e.g. StormFilter <https://oceanprotect.com.au/stormfilter/> ) – as they will be highly effective at achieving significant pollutant reductions, but will have zero impact to amenity or public safety

a.	Cherie keen to provide some stormwater education (e.g. signage, drain stencilling) as bio basin(s) would have at least provided some educational value
b.	Action for Brad/ Shane to provide details of proposed educational signage and/ or drain stencilling for the site

5.	Cherie noted that any SQID(s) needs to be appropriately maintained, and an appropriate signed maintenance agreement for the SQIDs be a requirement as part of DA conditions.

a.	Shane/ Brad advised this is common in some Councils (e.g. Gold Coast, Blacktown) and Cherie confirmed it’s also commonly applied in Noosa SC.

6.	Cherie/ Shane discussed if a change to the MCU is required if we change the proposed stormwater strategy (from using bio basins to ‘treatment train’ of gully baskets and cartridges)

a.	General agreement that, provided stormwater reduction of new strategy is similar or better than previously proposed bio basins and that strategy ‘protects and enhances’ downstream water quality (relative to existing site), this should be acceptable to enable an operational works approval to be issued with no change to the MCU DA approval
b.	Action for Brad/ Shane to demonstrate proposed strategy (i) provides similar or better performance to previously proposed bio basins and (ii) ‘protects and enhances’ downstream relative water quality (relative to existing site)

7.	Action for Brad to provide Council ‘high level’ details of new proposed stormwater strategy
